COMSATCOM on IT Schedule 70

Transponded capacity

The transponded capacity special item number (SIN) offers dedicated bandwidth on a commercial satellite in any commercially available COMSATCOM frequency band, including:

  • L- 1 - 2 GHz
  • S- 2 - 4 GHz
  • C- 4 - 8 GHz
  • X- 8 - 12 GHz
  • Ku-, extended Ku- 12 - 18 GHz
  • Ka- 27 - 40 GHz
  • UHF 300 - 1000 MHz

COMSATCOM transponded capacity refers to satellite bandwidth and power only. These features are also offered on a limited basis (not separately priced):

  • Engineering (e.g., development of link budgets, transmission plans) and training to use the bandwidth
  • Management of the transponder
  • Necessary approvals required to use the transponded capacity, such as frequency clearances and landing rights

Subscription services

The subscription services special item number (SIN) offers pre-existing, pre-engineered fixed satellite service and mobile satellite service solutions:

  • Shared satellite resources in any commercially available frequency ban
  • Guaranteed capacity and quality of service
  • On-demand or occasional use solutions
  • Ancillary terrestrial components such as terrestrial backhaul circuits
  • Vendor-specified equipment as part of the service

Buying equipment. In general, you cannot buy remote terminals under these two IT Schedule 70 special item numbers, unless the equipment is included as part of the subscription services price. However, you can buy equipment under SINs 132-8 (new equipment) or 132-9 (used or refurbished equipment).

Maximum ordering threshold

There is a $500,000 maximum ordering threshold for the two satellite special item numbers (SINs). 

Each Schedule contract has a maximum order threshold, which varies by special item number. The maximum order threshold represents the point where you must seek a price reduction.

Amount ($) How to order
Less than $3,000 You can go to any Schedule vendor who can fulfill the requirement
From $3,000 to the maximum order threshold You must send the request for quotations (RFQ) to a minimum of three vendors
Over the maximum order threshold You must send the RFQ to more than three vendors and seek additional discounts

For Department of Defense orders over $100,000, you must receive at least three quotes or use eBuy to solicit all applicable Schedule holders who can fulfill the requirement.

To sell transponded capacity or satellite subscription Services through IT Schedule 70, you must submit your offer or modification through the eOffer/eMod system.

IT Schedule 70 is continually open to new offers from industry partners. Download the IT Schedule 70 FedBizOpps announcement for instructions on how to respond to the solicitation.

All offerors must submit an Information Assurance Minimum Security Control Checklist (Word, 405k).

Submit a modification

Read the SATCOM modification checklist for the addition of Special Item Numbers (SINs) 132-54 and 132-55 (PDF, 69.5k). 

Security clearances and information assurance

Some of the future task orders that will be competed under the IT Schedule 70 contracts will require facilities and personnel clearances. To get the necessary clearances, you must complete the Department of Defense Security Classification Specification (DD Form 254) process.

Note: This is only required if you want to compete for classified task orders. You can request in your transmittal letter that the DD 254 process be initiated, or you can request this after the contract award.
