ANNOTATION: The question of whether funding of PCCD (Pennsylvania Commission on Crime and Delinquency) in research-based prevention programs has been cost-effective is addressed. This report contains these sections: executive summary; background; introduction -- the importance of prevention from a monetary standpoint; considering costs and benefits in justice system funding; program effects used to monetize program benefits; summary of cost-benefit calculations used for this report; return-on-investment (ROI) for prevention programs in Pennsylvania; incorporating cost-effectiveness evaluation into policy decision; methodological considerations; and conclusion and future direction. For every dollar invested there is between $1-$25 in benefits.
