ANNOTATION: This report provides recidivism statistics and other information covering a period of two years for individuals who have had their rights restored in Florida. Sections comprising this document include: introduction; Rule Eighteen—Rules of Executive Clemency; overview of the current restoration of civil rights (RCR) clemency process (adopted March 9, 2011); overview of the RCR clemency process from April 15, 2007 to March 9, 2011; 2009 Florida Prison Recidivism Study; methodology; RCR cases granted calendar years 2009-2010; offenders returned to Department custody; and findings and conclusions. Felons granted their civil rights had a reoffense rate of 11.1%.
