How to Order from SmartBUY
Ordering through SmartBUY is decentralized—when you have completed all of the necessary steps, you will place an order directly with the industry partner selling or reselling the software.When ordering through GSA, remember that the Federal Acquisition Regulation (FAR) and your own agency’s ordering guidance takes precedence over these instructions.
You can find the reseller(s) on the list of SmartBUY software publishers or by browsing the appropriate market category.
Agreements with one reseller listed are considered single-award BPAs. Agreements with multiple resellers are multiple-award BPAs.
Follow these general instructions on how to order from BPAs, but keep the following in mind:
Single-award BPAs and multiple-award BPAs below $150,000
For single-award BPA orders and multiple-award BPA orders below $150,000, you can place the order directly with the reseller. Most industry partners accept orders by email, fax, phone, or other systems like ITEC Direct for Department of Defense customers.

Multiple-award BPAs above $150,000
If your order will be above the simplified acquisition threshold (currently $150,000), you must follow the additional instructions on the Ordering from BPAs page. After you have selected an industry partner, use the forms above or your own agency's ordering instructions and forms to place the order.
Before you make a limited-source purchase or mention a brand name above the simplified acquisition threshold
Follow your agency guidelines before you decide to make a limited-source purchase, which includes mentioning a specific brand name. You will need to document your decision to make a limited-source purchase in accordance with FAR 8.405-6.
