MEMORANDUM FOR :
DEPUTY ASSISTANT SECRETARY OF THE ARMY SUBJECT : Interim Security Assistance Management Manual (SAMM) Change - CORRECTION to Missile Technology Control Regime (MTCR) Review Policy for Explosives (DSCA Policy 02.40 SAMM E-Change 29 (DSCA Policy 02-06) added a new paragraph 50004.D2 to excuse MTCR reviewers from reporting artillery shells and other explosive ammunition or devices that contain HMX. RDX; or other compounds listed in Item 4 of the MTCR Annex. The wording of the new paragraph was unclear. It is to be replaced with the following: "2. The reviewer must report the compounds listed in Item 4 of the MTCR Annex if they are to be exported in bulk as an input for a manufacturing process, or in any other manner or form that might support the creation of a propellant for a missile or an unmanned air vehicle(UA V). However, the reviewer is NOT to report Item 4 explosive compounds if they are molded or poured into a form that precludes their use as rocket propellant (e.g., as a bursting, propelling or gas-generating charge in a shell, cartridge, squib or actuator)." This correction will be included in the automated version of the SAMM as E-Change 39. If you have any questions concerning this change, please contact Col.
