Communications Concerning Recovery Act Funds

On March 20, 2009, President Obama issued a Memorandum for Heads of Executive Departments and Agencies entitled, "Ensuring Responsible Spending of Recovery Act Funds.”   Section 3 of this Memorandum mandated interim specific protocols for oral communications between agency officials and current federally registered lobbyists on Recovery Act matters.  Following a period of consultation and review, the Administration has refined the rules in order to better promote the President’s goals of merit-based and transparent agency decision making with regard to Recovery Act funding.

In compliance with the President’s Memorandum and the updated guidance, all oral and written communications with Federally registered lobbyists concerning Recovery Act policy or projects for funding will be documented and posted to GSA’s Recovery website.
