ANNOTATION: The use of drug courts is assessed. Sections contained in this report are: introduction; how drug courts work -- legal framework, eligibility criteria, programming and sanctions, recidivism, cost savings, the effect of sanctions, the role of the judge, treatment, and impact on prison population; and conclusion and recommendations. While the use of drug courts results in significant benefits, "[s]till largely unknown, however, are the practices which lead to success or failure of a drug court" (p. 19).
