Open to the public by appointment. No direct loan of library materials to the public. Library staff reserve the right to refuse public requests for services. Collection is primarily maintained for use of Center research staff.

Federal and state documents, research reports, trade publications, research reports from Australia, the Netherlands, Sweden, United Kingdom. A large proportion of the collection is on microfiche. An archive of the center's research reports exists, with an archival digitization project in progress.

Highway traffic safety, including human factors, roadway engineering design, occupant restraint systems, pedestrian and bicycle safety, impaired driving, young driver and older driver studies
