ANNOTATION: Operations of the California Prison Industry Authority (CALPIA) are evaluated. Sections contained in this report are: summary; introduction; CALPIA could improve its assessment of inmate employability and recidivism; CALPIA should continue to identify new enterprises and monitor net profitability; recidivism rates for CALPIA as reported and as recalculated; and agency responses to the audit and comments regarding those responses. “This report concludes that although one of its primary responsibilities is to offer inmates the opportunity to develop effective work habits and occupational skills, CALPIA cannot determine the impact it makes on post-release inmate employability because it lacks reliable data” (p. iii).
