Early this month, I had the opportunity to travel to Nairobi, Kenya, to participate in our monthly 3D Diplomacy, Development and Defense - meeting at the U.S. Mission to Kenya in Nairobi.
The 3D meeting is chaired by the deputy chief of mission and serves as the primary venue to ensure the activities of Combined Joint Task Force - Horn of Africa in Kenya are coordinated and synchronized with the objective of embassy and the government of Kenya. Since the task force is operating in a sovereign country in a pre-conflict environment, all of our activities are conducted under Chief of Mission authority and carefully coordinated with the partner nation government. As the director of plans, I travel with our unified action advisor, Dr. Kathleen List, who has significant experience working in the U.S. State Department and has really helped me understand how to work in an interagency environment.
The 3D meeting itself was, as usual, an effective forum for all stakeholders at the embassy to discuss current issues and the way ahead for CJTF-HOA activities in Kenya. The input of other agencies at the embassy, such as the United States Agency for International Development, are critical to making sure our activities line up with those of the country team. The different perspectives of our interagency partners provide for an interesting and dynamic meeting. Just as important as the decisions and discussions at the actual 3D meeting are the informal conversations that occur before and after and in the hallways of the embassy. These discussions really help me understand the issues and concerns of our partners in the embassy, and help to inform our planning initiatives here at CJTF-HOA.
These visits to the various embassies we work with at CJTF-HOA, although short, are always useful, and provide important contextual information to help inform the efforts of my planning team.
