I had the opportunity and pleasure to visit Africa last week. Looking across this expansive territory, one is struck by the vast differences in topology, climate, languages, resources, culture and people. At first glance, when most people are asked to describe the second largest of the Earths continents, some will conjure up a vision of the vast sands of the Sahara Desert spanning over 3.5 million square miles. Others would portray a picture of a native wilderness brought to life by the likes of Ernest Hemingway's diary of a big game safari in his book the "Green Hills of Africa". Some would depict the continent through the lens of the uncontrolled regions of the Trans-Sahara and the Horn of Africa, while others would describe it in terms of its period of colonial exploration. I returned from Africa with a sense of appreciation, meaning, and pride. I see Africa, not as a "continent of old", but through a new prism, a continent of opportunity.
The purpose of my visit was to attend the closing ceremonies of AFRICAN ENDEAVOR '08 in Abuja, Nigeria. Over 190 members from 24 African nations, and the country of Sweden attended the two-week Command, Control, Communications and Information Systems (C3IS) exercise. The prime objective of AE '08 was to enable the African Union (AU) member states to assess and investigate communication and information sharing solutions, standards and procedures to enhance coalition interoperability. Achieving interoperability across the African continent will enhance partner capabilities, build lasting relationships, and promote common interests to provide for a safe and secure continent.
From my perspective, AE '08 was a complete and total success. From the outstanding support to all of the participants, to the first class festivities, to the premier training environment, our Nigerian hosts left no stone unturned. During the prelusion to the closing festivities, I watched as members, who participated in the AE events, beam with pride and honor as certificates were presented for graduating from the Spectrum Management Course by the USAFRICOM Commander General William E. Kip Ward. At the closing ceremony, I watched as flag bearers, representing the participating nations, proudly displayed their countrys colors on the parade field, while pins where presented to their nations delegates. Although only an observer, I could sense the pride of accomplishment as individuals from different backgrounds worked as one to bring the power of ideas and individual talents together for a common cause. I salute all of our partners for a job well done and pass on a special thanks to our Nigerian friends for hosting this years final exercise event.
As USEUCOM prepares to transition this important engagement activity, USAFRICOM stands ready and looks forward to building upon the successes of USEUCOM in this important event. We are committed to the purpose of strengthening alliances, nurturing friendships, and promoting security and prosperity for the emergence of a more peaceful, and stable African continent. We look forward to seeing our partners, both new and old, next year at AFRICAN ENDEAVOR 09.
