Capt. Luis M. Ramirez

Capt. Luis M. Ramirez is a graduate of UCLA. He received his Navy commission through the Aviation Officers Candidate Program and received his Naval Flight Officer (NFO) wings in June 1988.

Ramirez’ operational tours included Patrol Squadrons VP 48, VP 50, and culminated with VP 31, where he was a Replacement Air Group NFO flight instructor.

Ramirez reported to Naval Air Systems Command in 1996 after selection as an Aerospace Engineering Duty Officer. His first assignment was as a Special Project Officer/Deputy Program Manager on a classified ACAT-1 acquisition program were he was responsible for an IPT, which was comprised of 85 personnel spread across nine different companies, with an allocated multi-million dollar annual budget.

In 2000, Ramirez reported to Tomahawk Program Office (PMA-280) as the Deputy Program Manager for Special and Nuclear Programs. He managed systems engineering, program management, and contracting efforts for six classified programs. Ramirez was also responsible for maintenance, surveillance, flight test, and safety program for the TLAM/N weapon system.

After a tour as the Aide for the Commander Naval Air Systems Command and Graduate studies at the National War College, in 2004 Ramirez reported to the Maritime Patrol and Reconnaissance Aircraft Program Office (PMA-290) as the Deputy Program Manager for MPRA International Programs. He directed all facets of P-3 and S-3 International Security Assistance programs and the new business FMS programs with Taiwan and India with values of $1B each. He was also responsible for the on going management of 16 partner countries P-3C Foreign Military Sales programs.

In 2008, after a short tour as the AIR 1.0 Operations Officer, Ramirez reported to the Forward Deployed Naval Force (FDNF) Carrier Strike Group staff permanently embarked on the USS George Washington, home ported out of Yokosuka, Japan. He was the Assistant Chief of Staff for material and logistic readiness for Battle Force Seventh Fleet (CTF-70), where he was responsible for all deployed Seventh Fleet Carrier Strike Groups.

Ramirez holds a Bachelor of Science degree in Engineering from UCLA, a Master of Science degree in Computer Science from the Naval Post Graduate School, and a Master of Arts Degree in National Security Strategy from the National War College. He is a member of the Acquisition Corp with Level III certification in Program Management (PM) and Systems Planning, Research, Development & Engineering (SPRDE). His personal decorations include three Meritorious Service Medals, three Navy and Marine Corps Commendation Medals, a Navy Achievement Medal, and various other unit and service commendations.
