MEMORANDUM FOR :
DEPUTY UNDER SECRETARY OF THE AIR FORCE FOR INTERNATIONAL AFFAIRS SUBJECT : Assign Program Code "E8" to Track Fiscal Year (FY) 2012 Coalition Readiness Support Program (CRSP) Funds, DSCA Policy 12-11, [E-Change 198] Effective immediately, CRSP funds authorized under the FY2012 National Defense Authorization Act, P.L. 112-81, and appropriated under the FY2012 Department of Defense National Appropriations Act, P.L. 112-74, will be tracked with Code "E8." CRSP is a DoD designated program name, and a subset of the Coalition Support Funds (CSF) program. It is not specifically named in the authorization or appropriations act, but its authority is based on specially designated DoD-wide Operations and Maintenance (O&M) funds. P.L. 112-81 provides that funds may be used for the purpose of providing specialized training and procuring supplies and specialized equipment and providing such supplies and loaning such equipment on a non-reimbursable basis to coalition forces supporting United States military operations in Afghanistan; and various congressional notifications apply. CRSP funds are available until September 30, 2013, and will cancel on September 30, 2018. This restricted availability is a change from previous years. Instructions and Notes for Preparing FY12 CRSP (E8) LOAs Any sole source purchases must be justified and approved in accordance with statutory authority using procedures applicable to United States Government appropriated-fund purchases. Contracts may not rely on Title 10 United States Code (U.S.C.) Section 2304 (c) (4), implemented by the Federal Acquisition Regulation (FAR) 6.302-4, International Agreement (directed source), as authority to award using other than full and open competition.
