MEMORANDUM FOR :
DEPUTY UNDER SECRETARY OF THE AIR FORCE SUBJECT : Revised List of Implementing Agencies (IAs) in Chapter 5, Table C5.T2. of the Security Assistance Management Manual (SAMM), DSCA Policy 11-14, [SAMM E-Change 182] This memorandum updates Chapter 5, Table C5.T2., of the SAMM by adding an IA code for the Missile Defense Agency (MDA) to the Foreign Military Sales (FMS) Terminal High Altitude Area Defense (THAAD) program. MDA will be designated as the IA for the FMS THAAD program once all requirements identified in the tripartite Memorandum of Understanding among the Army, MDA, and DSCA, dated June 23, 2010, have been satisfied. Effective immediately, Chapter 5 of the SAMM is updated as attached. This change will be included in the automated version of the SAMM found on the DSCA Web page, www.dsca.mil, as SAMM E-Change 182. The following additional codes are provided for reference. These new codes will be used to support cases developed and managed by MDA. All pertinent databases should be updated with the following codes prior to the development of any LOAs for the FMS THAAD Program or AN/TPY-2 Radar System.
