DIRECTOR, DEFENSE CONTRACT MANAGEMENT AGENCY SUBJECT : Release of Security Assistance Management Manual (SAMM) Chapter 15, Building Partner Capacity (BPC) Programs, DSCA Policy 12-05, [SAMM E-Change 196] Building Partner Capacity (BPC) programs encompass Security Cooperation and Security Assistance activities funded with U.S. Government appropriations and administered as cases using the Foreign Military Sales (FMS) infrastructure. Guidance for planning, development, and management of these programs is released effective immediately as Chapter 15, Building Partner Capacity (BPC) Programs, in the automated version of the SAMM, found on the DSCA Web Page and as attached. In addition, all text under the headings of SAMM C11.3 Counter-Narcotics Assistance - National Defense Authorization Acts, Sections 1004 and 1033, and C11.7 Foreign Assistance Act (FAA) Section 632 Transfers, is removed and replaced with: "Guidance for management of subject programs can be found in this Manual, Chapter 15, Building Partner Capacity (BPC) Programs."
