MEMORANDUM FOR : SEE DISTRIBUTION SUBJECT : Security Cooperation Management Suite (SCMS) Requirements, DSCA Policy 11-16 REFERENCE :
References (a) and (b) mandate that DoD establish a Registration and Monitoring Program for defense articles and services transferred to Afghanistan, Pakistan, and Iraq. This program must include the registration of serial numbers for small arms and a detailed record of the origin, shipping, and distribution of all defense articles and services transferred to these countries. The funding or authority for such transfers may be through, but is not limited to, Afghanistan Security Forces Fund (ASFF), Iraq Security Forces Fund (ISFF), Pakistan Counterinsurgency Capability Fund (PCCF), Coalition Readiness Support Program (CRSP), and Section 1206 Global Train and Equip. This requirement does not apply to Foreign Military Sales cases provided under Title 22 or Pseudo cases funded by Title 22; however, the Military Departments should continue to maintain internal accountability systems and procedures to track these items. In order to comply with the guidance provided in reference (c), effective 30 days from signature of this policy, all Implementing Agencies are required to enter serial numbers, Vehicle Identification Numbers (VINs), and country of origin into SCMS for all small arms, vehicles, communications equipment, and light weapons transferred under Title 10 Pseudo cases to Iraq, Afghanistan, or Pakistan prior to the actual transfer of the defense articles. For radios with serial numbered components only, the Implementing Agency should enter the serial number of the receiver/transmitter. Currently this information must be manually entered into SCMS. DSCA is researching whether existing Information Technology systems carry the data and the possibility of establishing an interface with SCMS.
