MEMORANDUM FOR : SEE DISTRIBUTION SUBJECT : Update of Security Assistance Management Manual (SAMM) Code for the Southern African Development Community, DSCA Policy 09-27 [SAMM E-Change 134] On 16 January 2009, the President determined that the Southern African Development Community (SADC) is eligible to receive defense articles and services under the Foreign Assistance Act of 1961, as amended, and the Arms Export Control Act, as amended, in Presidential Determination No. 2009-13. SAMM Table C4.T2., Country, International Organization, and Regional Codes and Foreign Military Sales (FMS) Eligibility, is updated as below to reflect a new code for the SADC. The guidance in this memorandum is effective 15 days from the date of signature. This change will be included in the automated version of the SAMM found on the DSCA Web Page as SAMM E-Change 134.
