MEMORANDUM FOR :
DEPUTY DIRECTOR FOR INFORMATION ASSURANCE, SUBJECT : Transition of Case Management Functions From US Army to the National Security Agency (NSA) (DSCA 01-27) REFERENCE :
Thank you for your referenced letter which accepted our proposal to transfer some United States Army Security Assistance Command (USASAC) functions for Communications Security (COMSEC) cases to your Agency. My staff has met with representatives from your Agency as well as USASAC to discuss details concerning this transfer. I am pleased that we are now targeting 01 January 2002 as the official transition date for NSA to assume its new responsibilities. To assist with the agreed upon transition, I request that NSA take the following actions. We have been working with the Army and your staff and are happy to report that most of these requirements are already well underway.
Your letter requested that additional training on the Defense Security Assistance Management System (DSAMS) as well as training on enforcement of Missile Technology Control Regime (MTCR) policy requirements be provided to your staff. Since receiving your letter, additional DSAMS training was provided to your staff in September and three of your representatives were able to attend the December MTCR training. DSCA will work with US Army to adjust FMS dollar allocations in accordance with this transition. Once this transition has taken place and you have a better indication of the workload involved, please contact DSCA if you wish to discuss need for additional resources.
