MEMORANDUM FOR :
DIRECTOR, NAVY INTERNATIONAL PROGRAMS OFFICE, SUBJECT : Nonrecurring Cost (NC) Recoupment Charge Revision - Multifunctional Information Distribution System (MIDS) U.S. and International, DSCA Policy Memo 10-38 The MIDS Program Office informed Navy IPO that the rounding methodology used in the 2005 spreadsheet resulted in a $7 issue in the breakout between the pro rata U.S. and International NC charge established at that time. Due to the manual reconciliation required with each MIDS FMS transaction, the request to make a minor administrative correction to the respective MIDS U.S. and International pro rata NC charge approved by the Director, Defense Security Cooperation Agency on November 22, 2005 is approved. This revision will apply to any subsequent FMS sale, coproduction, or licensed production of the MIDS system. The NC charge revisions listed in the Attachment are effective immediately and will be included in the next update of Appendix 1 of the automated version of the Security Assistance Management Manual found on the DSCA Web Page. Revised SAMM Appendix 1 MIDS Entries: CATEGORY XI - MILITARY AND SPACE ELECTRONICS
Navy requested that nonrecurring cost (NC) charges for the U.S. and International portions of the MIDS system be adjusted, downwards by $7 for the U.S. charge and upwards by $7 for the International portion charge to reflect more definitive rounding of the 2005 spreadsheet data. The request and 2005 spreadsheet is at TAB B. After the NC charge is revised, the Security Assistance Management Manual (SAMM) will be updated. |
