I traveled to Camp Lemmonier in Djibouti from 15-16 September. My mission's task was to nurture the relationship with CJTF-HOA J5 (Strategy, Plans, and Programs) engagement strategists in order to build networking capability. No longer will I communicate with just a voice over the phone or an email signature, but with colleagues, as professional equals who shared a morning and conversation about life and work in desert heat. No longer will I have to rely on perception about their work environment or the base facilities. Most importantly, I began a friendship with the people with whom I must converge on defining future engagement goals, assignments, and concepts.
No time is more pertinent than now as the AFRICOM J5 is wrapping up its FY12-15 Country Work Plans and moving into the new fiscal year. Over the course of this upcoming fiscal year, AFRICOM will fortify the political-military strategy it laid out in the theater campaign strategy to build capacity and capabilities among our African partner nations. CJTF-HOA remains an integral part in successfully achieving these goals.
Beginning with the Theater Security Conference, AFRICOM political-military planners will begin the assessment process leading to the individual planning conferences in Spring 2012. Following those will be the operational level military-to-military concept development and force requirement generation.
Creating those personal connections with those who are 2,000 miles away to write, refine, and implement engagement plans of strategic national security importance is the greatest benefit I received during my trip Djibouti. I look forward to working with my new colleagues, from the Navy, Army, Marines, and Ugandan military.
