Community Development Activities
Community Development activities include many different programs that provide assistance to a wide variety of grantees. One program, the Community Development Block Grant (CDBG) program provides annual grants on a formula basis to entitled cities, urban counties and states to develop viable urban communities by providing decent housing and a suitable living environment, and by expanding economic opportunities, principally for low- and moderate-income persons. Another program, the Community Renewal initiative for Renewal Communities and Empowerment Zones (RC/EZ), offers an innovative approach to revitalization. CDBG Disaster Recovery Assistance provides flexible grants to help cities, counties, and States recover from Presidentially declared disasters, especially in low-income areas. The Appalachian Regional Commission (ARC) was established by Congress in 1965 to support economic and social development in the Appalachian Region.
The Laws and Regulations section contains information on both the Laws as passed by Congress and the Regulations as adopted by HUD to carry out the law.
The Allocations/ Appropriations section maintains information concerning the funds available and how those funds are allocated.

IDIS Online Training Announced for CDBG Grantees
The Office of Block Grant Assistance is offering 6 two-day IDIS Online training sessions in Chicago, IL (November 15-16 and 17-18); Buffalo , NY (November 29-30 and December 1-2); and Los Angeles (Garden Grove, CA, January 10-11 and 12-13). These sessions will provide instructions for navigating through the system and will include policy and programmatic guidance for reporting in IDIS Online. They will cover all subjects needed for grantees to successfully process their CDBG activities and comply with CDBG reporting requirements. Topics will include activity funding, drawdowns, activity set-up, accomplishment reporting, the MicroStrategy IDIS Online reports function, and system features. Due to limited resources, t hese sessions will be able to accommodate only one representative per grantee. Additional grantee staff who are interested in receiving the training will be placed on a waiting list and will be notified if space becomes available 3 weeks before the training. HUD FY 2012 Income Limits
HUD has issued the FY 2012 Income Limits applicable to the CDBG program. The income limits effective December, 2011, are posted on the huduser.org webpage. The HUD Income Limit data include-- Extremely Low (30%), Very Low (50%) and Low (80%) of area median income.

Section 3 Requirements Webinar
The Office of Block Grant Assistance provided a webinar on complying with Section 3 Requirements for State and Entitlement CDBG Grantees on July 21, 2011. The webinar provides successful strategies for grantees implementing a Section 3 program, including tips for overcoming barriers to implementation, marketing employment opportunities and reporting on performance.

Economic Development Webinars
HUD's Office of Block Grant Assistance (OBGA) offered four economic development webinars in March tailored to address CDBG's three different program areas and viewers' specific questions. Primarily designed for CDBG grantee staff, these webinars provided training on how the CDBG and Section 108 Loan Guarantee programs can be used to support economic development and job creation by covering topics including: Eligible Activities, National Objectives, Underwriting Guidelines, Public Benefit Standards, and other requirements such as eminent domain and job relocation restrictions.

Economic Development Toolkit
The April 2010 revision of CPD’s Economic Development Toolkit is a “must have” training manual for both CDBG grantees and HUD staff. The Toolkit provides guidance on the effective use of CDBG funds for financing eligible economic development projects, including microenterprise and small business development, large-scale commercial and industrial development, and job creation, job retention, and job training activities.

Federal Register Notice
Entitled "Notice of Allocations, Application Procedures, Regulatory Waivers Granted to, and Alternative Requirements for Emergency Assistance for Redevelopment of Abandoned and Foreclosed Homes Grantees under the Housing and Economic Recovery Act, 2008" was published on September 29, 2008. The Notice advises the public that grants in the amount of $3.92 billion will be made to communities hardest hit by foreclosure and delinquencies.

CPD Notice 08-05. Entitled Implementing the New Freedom Initiative and Involving Persons with Disabilities in the Preparation of the Consolidated Plan through Citizen Participation was published on May 2, 2008. The Notice reissues CPD Notice 05-03, and makes it clear that CDBG, HOME and HOPWA funds may be used to respond to the challenges raised by Olmstead v. L.C, the New Freedom Initiative, and Executive Order 13217.

Announcing CDBG Toolkits on Crosscutting Issues
CPDs Office of Block Grant Assistance (OBGA) is pleased to announce the release of Toolkits on five crosscutting issues designed to provide Entitlement and State grantees, as well as sub-recipients, with information on crosscutting regulations that apply to the CDBG program. The Toolkits cover five disciplines--financial management, environmental review, federal labor standards, acquisition/relocation, and fair housing and serve as a resource guide for grantees.
