About Advanced Distributive Learning @ NATO SchoolNATO School supported NATO/PfP ADL efforts from the very beginning and in 2005 the NATO School (NSO) established an ADL Office, which is now responsible for all ADL online training and education efforts. Currently the NSO has over 30 ADL courses online, which support various resident courses. The main focus is to offer NSO students basic information about the course topic with which they can inform themselves prior attending the actual course. ADL for pre-learning purposes, as used at NATO School, can be a very useful tool in support of the resident courses. This allows the course director and lectures to presume certain knowledge on each course topic and address the audience on more detailed issues relating directly to the topic. In addition, ADL must not be seen as a strict pre-learning tool. ADL offers a widespread possibility of individual training and learning, (e.g. instructor-lead course preparation, e-readings and the building of community practice). By using ADL in different ways the Course Director can focus on the specials needs of his audience and tailor not only the ADL course, but especially the resident course to the needs and wishes of the students. Besides the pre-learning ADL courses, NATO School’s ADL Office also produced courses of broader interest, which give students supplementary information on current NATO topics. Such topics include Terrorism, Trafficking in Human Beings, Rules of Engagement, and Procurement and Contracting. Keeping pace with the innovative business practices that incorporate Web-based social networking and communication, the NATO School has tailored an online capability to enhance the learning experience. Colleagues meet NATO School 2.0. The NATO School Members Portal allows for multi-way communication among all users through a variety of innovative online tools and directly supports the NATO School mission: "... to conduct individual, operational-level education and training on NATO’s current and emerging strategy, concepts, doctrine, policy, and procedures in support of the two Strategic Commanders in order to improve the operational effectiveness of the Alliance." NATO School plays a key role in the provision of strategic level training, is one of the Alliance's premier academic institutions, and is supported by an innovative website. The NATO School Members Portal supplies the tool set for assembling and interacting with people and content in an online environment to increase productivity and focus on expansion of a growing network within a dynamic training environment. Collaborative technology facilitates information exchange between course directors, instructors, course administrators, course participants, subject matter experts and researchers. Now, students can seek out and question instructors and colleagues for desired expertise and learn from others' efforts to do the same. On the website, students, instructors, and administrators, as well as invited subject matter experts have the opportunity to read information, interact, post questions, and receive answers. Overall interest in the capability has grown considerably throughout 2008. In February 2008, 10 courses had a presence online and by November of that same year, more than 50 courses were listed -- a ten-fold increase. Course Directors TopWith a view of improving curricula and teaching methods, course directors use the dynamic Members Portal to establish and maintain contact with subject matter experts who assist in developing course content, outside the NATO School. Course directors coordinate efforts and accomplish assignments with instructors, course administrators and course participants. The collaborative environment provides the most effective workspace for interaction between subject matter experts at various organizations and course directors to assemble course content, design course modules, track and discuss feedback, and establish maintenance schedules for updates to courses. At the most basic level, the website provides a vehicle for interaction between course participants and the content, such as delivering read-ahead material to the course participants to ensure comparable levels of subject matter knowledge and enhance resident course experience. Course ParticipantsOver the last year the NATO School Members Portal has been facilitating collaboration on study projects by allowing students to share documents and capture discussions, as well as post and share video clips podcasts, tutorials, and links. It also serves as a way for course participants to informally discuss and comment on work during and after their NATO School residency. This NATO School collaborative portal provides the real capability to build communities of practice. These are groups that form on the basis of cooperative topics that begin with student's participation in a resident course and continue via web-based discussion forums. The portal gives access to updated course material, member contact information, and postings of community news and new content. The portal strives to increase the interactivity of people and allows them to find and create readily sharable information. With instant messaging, course participants can search, find, and contact potential partners and colleagues. With blogs and distributed web publishing, NATO School Members Portal users can share their information with others, add their expertise to topics, and collaborate with class/group colleagues - all in real time. Portal Training Focus TopIn addition to basic training on how to use the tools of an collaborative environment, it is important to discuss “why” and in what situations it is useful to make use of these new capabilities. New concepts and techniques do not make typical methods invalid. Yet, it is important to be cognizant that there are communication and collaboration options appropriate for certain situations. Further/Future ApplicationsSimulation-based training has always wrestled with issues involving user interfaces, collaboration, networking, standardization, and interoperability. These problems have often been more advanced than those faced in the business IT and C4I communities. Recent advances in fields like computer gaming and business IT have shown that new technologies can become the basis for simulation systems. Over the last two years, consumer IT applications have emerged that may have useful applications in distributed simulation. Social networks, wikis, blogs, web page tagging, photo and video sharing, and tools for personal 3D game development have all attracted significant attention in the academic environment by bringing distributed processing technologies to the mass consumer. Web 2.0 tools answer important problems around distributed, interoperable, interactive, user centered experiences. Just as computer games brought powerful commercial technologies to military training, Web 2.0 applications have similar potential which is not yet generally recognized. It is up to instructors and users how to best apply these technologies within the interactive simulation community. As a future project, ADL team is working on a solution for putting Learning Management Systems into the NATO School Portal. In this way, course participants will have direct access to online courses without needing a second registration process for the Learning Management System. Also ADL team is coordinating the efforts of developers and website managers from other NATO/PfP Education and Training Networks for integrating the Portal into the Collaboration Network which will allow members to share information, liaise and maintain persistent communication in order to plan, promote and coordinate E&T related items.
