Kathleen Feidler, M.S.W., a consultant with ICF International, has more than 15 years of experience in the evaluation of substance use disorder programs. She also has researched and written several articles and papers about the impact of substance use disorder in child welfare cases.
Karen Mooney, L.C.S.W., C.A.C. III, is the women's treatment coordinator for the Alcohol and Drug Abuse Division of the Colorado Department of Human Services. Formerly, she was a child protective services caseworker for 7 years, during which she specialized in screening, assessing, and engaging parents of children involved in the child welfare system in substance use disorder and addiction treatment. Since that time, she has served as a child protection and substance use disorder treatment consultant to several national organizations and universities.
Mary Nakashian, M.A., is a consultant specializing in public policy and management, training, and technical assistance with special expertise in the areas of welfare reform, child welfare, and substance use disorder. She has served as the Deputy Commissioner for Welfare in the State of Connecticut, as the Executive Deputy Commissioner for Welfare in New York City, and as vice president at the National Center on Addiction and Substance Abuse at Columbia University.
Jill Sanclimenti, M.B.A., a consultant with ICF International, has spent the last 16 years conducting research and writing publications on child maltreatment and other issues related to children, youth, and families. She previously served as manager of product development and program services for the National Clearinghouse on Child Abuse and Neglect Information (now Child Welfare Information Gateway).
Matthew Shuman, M.S.W., a consultant with ICF International, has more than 10 years experience in the human services field. He previously worked as an analyst in the Office of the Secretary of the Department of Health and Human Services on a variety of child welfare issues, including foster care, adoption, and child care. He also has written and edited various child welfare publications, including other manuals in the User Manual Series.
Carl Tacy, M.S.W., has more than 12 years of experience working in clinical, policy, and management positions primarily addressing substance use disorder, domestic violence, health, and child welfare issues. He has managed projects responsible for developing, marketing, and disseminating products, publications, and communications in those topic areas. Additionally, he has authored or co-authored several publications, including The Underage Drinking Prevention Action Guide and Planner, The Tips for Teens Series, and The Role of Educators in Preventing and Responding to Child Abuse and Neglect of the Child Abuse and Neglect User Manual Series.

This manual is an update of the 1994 publication, Protecting Children in Substance-Abusing Families, by Vickie Kropenske and Judy Howard with Cheryl Breitenbach, Richard Dembo, Susan B. Edelstein, Kathy McTaggart, Annette Moore, Mary Beth Sorensen, and Virginia Weisz. The prior work informed and contributed to the content of this publication.
