United States Africa Command kicked off the initial planning conference (IPC) of AFRICA ENDEAVOR 2009 (AE09) this week in Dakar, Senegal. AFRICA ENDEAVOR is a cooperative C4 interoperability exercise between United States Africa Command and our African partners. One hundred and five (105) participants from twenty-seven nations and organizations were in attendance at this kickoff venue.
Attendees included personnel from the Africa Union (AU), Economic Community of West African States (ECOWAS), Benin, Botswana, Burkina Faso, Cameroon, Cape Verde, Chad, Djibouti, Ethiopia, Gabon, The Gambia, Ghana, Lesotho, Malawi, Mali, Namibia, Nigeria, Rwanda, Senegal, Sierra Leone, Swaziland, Sweden, Switzerland, Uganda, the United States and Zambia. AE09 will facilitate the C4 objectives and capabilities of the African Union Standby Force by 1) optimizing collaboration capabilities and information exchange; 2) developing the foundation for testing, documentation and development of communication capabilities; 3) facilitating the use of standard communication practices; 4) providing for the necessary C4 skills, training and education and 5) building personal relationships to carry out peace and security initiatives.
The AE09 IPC began with opening remarks to the conference from Captain Ousmane Ibrahima SALL, the Deputy Chief of the General Staff, Republic of Senegal, and myself. Captain SALL highlighted the importance of interoperability of communication systems between the armed forces of the African nations and the key role it plays in the building of the African Union Standby Force. As the United States Africa Command's representative to this event, I reaffirmed the importance of AFRICA ENDEAVOR and explained how this venue is tearing down walls and building bridges in the way we create, share and use information to promote greater understanding and in furthering the common goals we share with our partnership nations. Opening remarks where followed by a roll call of participating nations and organizations.
The week long event included the review of the exercise goals and objectives; operational updates from the AU, ECOWAS, and United States Africa Command; collaboration tool and information sharing demonstrations; technical updates, and final exercise planning discussions. A mid-planning conference will be held in Cameroon, while the AE09 final exercise event is scheduled to take place in Gabon.

The reason why the Major General has made a statement is because he is troubled. At his level a different kind of insight is needed because you can't give it you might become mad that some on else can. C. The African People are the reason AFRICOM was not invited because the biggest fear is that they will use you as a mission and turn your hope n help into a way to put you down and ruin what you have if they can. This is why the poor all over the world are so poor. The latest troop movement has only happened because this Mission is here, to get your attention, make friends as equals and then trick you to ruin what you have. Y. Only God knows.
