NOTE: The President's FY13 budget request did not include funding for the John H. Prescott Grant Program in FY2013.
This is not a final funding decision, but a budget proposal to Congress. Congress makes the final funding decision when passing FY13 appropriation bills.
NMFS is accepting applications for the FY13 grant cycle to be prepared if Congress provides funding for FY13.

Background
The John H. Prescott Marine Mammal Rescue Assistance Grant Program, or Prescott Grant Program, provides grants or cooperative agreements to eligible stranding network participants for:
- recovery and treatment (i.e., rehabilitation) of stranded marine mammals,
- data collection from living or dead stranded marine mammals, and
- facility upgrades, operation costs, and staffing needs directly related to the recovery and treatment of stranded marine mammals and collection of data from living or dead stranded marine mammals
The Marine Mammal Rescue Assistance Act of 2000 amended the Marine Mammal Protection Act (MMPA) to establish the Prescott Grant Program.
Who Can Apply
Eligible applicants are currently active, authorized participants or researchers in the National Marine Mammal Stranding Network. Eligible applicants must be:
- Stranding Agreement (SA) holders or their designee organizations
- holders of researcher authorization letters issued by a NMFS Regional Administrator; or
- an eligible Federal, state, or local government personnel or tribal personnel (pursuant to MMPA Section 109(h) (16 U.S.C. 1379(h))
An applicant cannot be a current full- or part-time DOC or DOI employee.

How to Apply
Proposals should be submitted through Grants.gov, the online portal to all Federal grant opportunities. Please note that you must be registered with Grants.gov in order to apply for funding electronically. The registration process can take several days. When to Apply
Electronic submissions through Grants.gov must have been received by 11:59 p.m. Eastern Daylight Time on October 3, 2012; proposals submitted by mail must have been postmarked by October 3, 2012. The Prescott grant schedule below provides additional information about the timing of various stages of the grant cycle.

May 16: Announcement of Federal Funding Opportunity (FFO) posted on Grants.gov.
May 16-October 3: Submission period. Applications must be received by October 3, 2012.
October-December (9 weeks): Proposals screened for eligibility and required elements; reviewers solicited and assigned to proposals; proposals undergo technical review.
2013
January/February (2 days): Merit Review panel meeting convened; funding recommendations made.
February/March (1-2 weeks): Deputy Director reviews recommended proposals and makes final selections for FY2013.
March-May (2-3 months): Pre-award negotiations with recommended applicants; submission of award files to NOAA Grants Management Division (GMD)
May-August: FY2013 awards finalized by GMD Grants Official; GMD notifies award recipients (via email); Prescott Program Office notifies non-recipients (via email) after all recipients have been notified
