Three processes cooperate to deliver capabilities needed by warfighters: the requirements process (JCIDS); the acquisition process (DAS); and the program and budget development process (PPBE). Includes links to DoD and Service policies, guidance, tools, and resources:

[Response] For instructions on completing either the FCCOM or the Profit/Fee Weighted Guidelines, first go to DFARs 215.404-70 and read through 215.404-71-5. Detailed instructions are provided there. Instructions to use the tools are contained in the various tools. I have attached a training tool used for both FCCOM (DD Form 1861) and Weighted Guidelines (DD Form 1547) which has drop down menus which correspond to the DFARs instructions.
