This year, the International Association of Chiefs of Police (IACP) will host our 119th Annual IACP Conference and Law Enforcement Education and Technology Expo in San Diego. This year’s conference is another outstanding opportunity to learn, problem solve, and collaborate on pressing law enforcement community issues.

Effective and responsible information sharing requires strong commitment and participation from agencies. A number of our mission partners have embraced a culture of responsible information sharing in their planning and implementation – they have developed effective internal governance structures and practical measures to ensure that information sharing and risk management goals and objectives are fully integrated in their day-to-day operations.

The Washington State Fusion Center’s Fusion Liaison Officer (FLO) program started in December 2010 with 19 students from around the state. In this program, the Fusion Center trains public and private sector representatives who are positioned to help identify and report suspicious activities. This morning, I testified before the U.S. House of Representatives Committee on Homeland Security’s Subcommittee on Oversight, Investigations, and Management. The hearing was titled “Lessons from Fort Hood: Improving Our Ability to Connect the Dots.”
I testified from my perspective as an information technologist and to present the mission of the PM-ISE, and I appreciated the opportunity to highlight important successes and challenges in information sharing.

Responsible information sharing continues to be a top priority in our government, and recently it is has received considerable trans-national attention, as well. At the end of August, the CIOs of Canada, Mexico, and the United States, met at the North America Day 2012 Summit in Williamsburg, VA, with other senior IT officials from each country. Since 2001, North America Day has brought together government leaders from these three countries to discuss, in a trusted environment, important technology issues of common concern among the three countries.

Last year, as we commemorated the 10th anniversary of the tragic events of September 11, 2001, we looked back and examined the work we had done to improve responsible information sharing of counterterrorism information and the progress we had made.

Earlier this year, I wrote in this blog about our project to plan a Backend Attribute Exchange (BAE) pilot, and I also explained some of the more technical concepts.
