Homeland Security Presidential Directive 6 (HSPD-6) concerns the use of information about individuals known or suspected to engage in terrorist activities.  United States policy is to develop, integrate, and maintain thorough, accurate, and current information about individuals known or appropriately suspected to be or have been engaged in conduct related to terrorism. Such information shall be used to support federal, state, local, territorial, tribal, foreign-government, and private-sector screening processes, and diplomatic, military, intelligence, law enforcement, immigration, visa, and protective processes.

The Department of State leads the diplomatic outreach for the HSPD-6 initiative and conducts negotiations jointly with the Federal Bureau of Investigation’s (FBI) Terrorist Screening Center (TSC), the implementing agency.   As of July 2010, the Department of State and the TSC had concluded non-binding arrangements or formal agreements with 18 foreign partners encompassing commitments for the reciprocal exchange of terrorism screening information pursuant to Homeland Security Presidential Directive-6.  TSC provides our foreign partner with access to a subset of the Terrorist Screening Database in exchange for a list of known or suspected terrorists from our foreign partners.
