Abstract: On November 26, 1996, a utility truck collided with and fatally injured a 10-year-old student near Cosmopolis, Washington. The child had just exited a transit bus that had transported him from school to his residence. No other injuries were involved. The major safety issues discussed in this report are the inequity between the safety of children transported on school buses and the safety of children transported on transit buses and the lack of a mechanism in place to document and define the safety risks of pupil transportation by transit buses. As a result of its investigation, the Safety Board issued recommendations to the U.S. Department of Transportation, the National Association of State Directors of Pupil Transportation Services, the American Public Transit Association, and the Community Transportation Association of America.
