The NOAA Coral Reef Conservation Program (CRCP) supports two main categories of competitive funding opportunities that provide Federal funding for coral reef conservation projects. The NOAA Coral Reef Conservation Grant Program includes four competitive funding programs for awards administered directly by NOAA CRCP. Through a public-private partnership between CRCP and the National Fish and Wildlife Foundation (NFWF), NOAA CRCP also awards Federal funding for coral reef conservation projects through the Coral Reef Conservation Fund and the U.S. Coral Reef Task Force Partnership Initiative. NOAA Coral Reef Conservation Grant Program
Each year, subject to the availability of funds, this program supports grants and cooperative agreements in the following categories: State and Territory Coral Reef Management; State and Territory Coral Reef Ecosystem Monitoring; Coral Reef Ecosystem Research; Projects to Improve or Amend Coral Reef Fishery Management Plans; Domestic Coral Reef Conservation; and International Coral Reef Conservation. From 2002 to 2010, NOAA has supported over $59 million in matching grants through this program. Approximately $10.5 million was awarded in fiscal year 2010 and a similar amount would be anticipated for fiscal year 2011 grants (pending appropriations). CRCP's Public-Private Partnership with the National Fish and Wildlife Foundation
The Coral Reef Conservation Fund (Fund) is supported through a partnership between NOAA’s Coral Reef Conservation Program and the National Fish and Wildlife Foundation (NFWF). The Fund, which is administered by NFWF, awards matching grants for projects that conserve coral reefs both in the U.S. and internationally. Project grants awarded through the Coral Reef Conservation Fund are solicited through a competitive process each year; proposals are selected based on merit and relevance to the priorities of the partnership that are listed in the annual 'Request for Proposals'. The FY12 Request for Proposals was announced in October 2011; two-page pre-proposals are due by 11:59pm on December 19, 2011.
NOAA CRCP also partners with NFWF and USDA’s Natural Resource Conservation Service to award competitive funding for projects in specific watersheds adjacent to coral reefs that have been identified as priorities for conservation by State and Territorial coastal managers. In Puerto Rico, the focus of the program has been on the Guanica Watershed, where projects are helping to reduce sedimentation in Guanica Bay and better protect adjacent coral reefs. Marine Debris Program
The Marine Debris Program (MDP) provides funding to catalyze the implementation of locally driven, community-based marine debris prevention and removal projects that will benefit coastal habitat, waterways, and NOAA trust resources. Proposals undergo a competitive review, and projects are selected based on their technical merit, level of community involvement, ecological benefits to marine and anadromous fish habitat, and cost-effectiveness. During open announcements, applications are directed to the NOAA Restoration Center through Grants.gov.
National Centers for Coastal Ocean Science
The National Centers for Coastal Ocean Science's (NCCOS) Center for Sponsored Coastal Ocean Research/ Coastal Ocean Program funds competitively peer-reviewed research focused on providing scientific information to assist decision-makers in meeting the challenges of managing coastal resources. The program targets critical issues in US estuaries, coastal waters, and the Great Lakes.
Community-based Restoration Program
The objective of the Community-based Restoration Program (CRP) is to bring together citizen groups, corporations and businesses, youth conservation corps, students, landowners, and local government, state and federal agencies to restore fishery habitat around the coastal US. The CRP funds projects directly and through partnerships with national and regional organizations.
National Undersea Research Program
Most of the National Undersea Research Program's (NURP) research funding is awarded through the NURP Centers. Each center advertises research announcements based on research guidelines provided by NURP headquarters. A peer review process is conducted to select projects for funding.
Coastal Services Center Funding Opportunities
Each year, the Coastal Services Center (CSC) provides funding for special projects undertaken by the coastal management community. These funds are available in the form of competitive grants and cooperative agreements. The CSC also provides resources and tips for successful grant writing.
