The Exchange offers more than 55 different services worldwide*, supporting approximately 5,000 storefronts and 31,000 vending machines. Our telecommunication services alone serve more than 750,000 customers worldwide. The expanding array of services includes:

Vending

Vending offers more than 39,000 vending machines, providing products, services, and amusements. In CONUS, we operate on a vending concession contract; i.e., industry contractors provide the equipment and the product. Overseas, vending is operated on a direct basis.

Products include soft drinks, snacks (candy, chips and gum), and miscellaneous items (toothpaste and personal hygiene articles). We also offer a selection of branded merchandise. Services include pay telephones, launderettes, car washes, and DVD Rental Machines. Amusements include video and redemption games, video jukeboxes, pool tables, and kiddie rides.

Our machines allow our customers to use coins, bills and credit / debit cards to make their purchases. Vending machines are located in barracks, dormitories, offices, flight lines and at scattered locations throughout military installations.

Randolph-Sheppard Blind Vending Stand Act:

This act was passed to assist the visually impaired through earnings from vending machines. It applies to all federal property in the United States. Exchange vending machines are exempt from profit sharing, but blind vending stand operations will impact Exchange and your General Manager will appreciate an advisory if such an operation is permitted on your installation. It impacts contract cafeterias, new construction and renovations, permits to operate a blind resale activity on the installation, and vending machines income sharing. The General Manager is the point-of-contact with the State Licensing Agency for the Blind (Ref AR 210-25 and AFI 34-206).

Personal Services

Personal Services are primarily operated on a concession basis and include barber shops, beauty shops, laundry and dry-cleaning, alterations, and optical dispensing. These are considered “core” services. Other services, such as flower shops, car and truck rental, pack and ship, spa services and various repair services, may be provided if there is sufficient customer demand and available space at the exchange. Typically, these services are located in the mall area adjacent to the main store. On larger installations there may be more than one outlet for a service. Contracts are generally awarded for a three, four, or five year period.

Commodity Concessions

Commodity Concessions are a variety of gift shops and the short term concession carts seen in the malls. Commodities typically offered are custom and handcrafted jewelry, personalized artwork (caricatures, silhouettes, etc.), oil paintings, silk flowers, and arts and crafts items.

Health Care Services

Health Care Services, such as optometry and dentistry, are offered primarily on a concession basis at selected installations. Customers receive services comparable to those found in civilian professional offices. The professional health care staff consists of a team of five active duty military members, three of which are fully qualified doctors of optometry. They assist Exchange in this program to ensure that our medical concessions are fully licensed and credentialed business partners.

Currently we operate 26 vision centers which are combined optical and optometry and over 125 optical locations. We also have one dental clinic.

Telecommunications

Now it is easier than ever to make better telecom choices for your current or next duty station.  Our negotiated contracts with mobile/cellular, Internet, TV and phone providers worldwide make it possible for you to enjoy competitive pricing at most major installations.

Telecommunications services include mobile/cellular, Internet, TV, home phone, pre-paid calling cards and pay phones.

One of the key benefits when subscribing to mobile/cellular service on-base is that Service Members can end their contract without penalty if involuntarily transferred or deployed outside of the provider’s network. Service Members just need to present Permanent Change of Station (PCS) or Temporary Duty (TDY longer than 30 days) orders prior to expiration of the service agreement.

The U.S. Army Community and Family Support Center (CFSC), Army Lodging Division, teamed with Exchange and Sprint offering state-of-the- art hospitality telecommunications solution. The Army lodging’s goal is simple…standardize telecommunication services to become more efficient and better meet the expectations of their guests.

New Car Sales

Exchange contracts directly with American automobile manufacturers to sell their vehicles in Exchange overseas Exchanges. Service is provided through their distributor, Overseas Military Sales Corporation (OMSC) doing business as Exchange New Car Sales (ENCS).

Who can buy through this program?
  • US government civilian and military personnel and civilian contractors who are entitled to unlimited Exchange privileges, are stationed or assigned overseas for 30 consecutive days or more, and are authorized to have a Privately Owned Vehicle (POV) at that assignment are eligible to purchase a new car, truck or motorcycle for delivery to their overseas location or to the United States.
  • Navy personnel servicing on ships deployed from U.S. waters are also eligible to use this program.
