Office of Human Capital (OHC)
The Office of Human Capital (OHC) provides strategic programs, client services and workforce relations support to ICE employees. OHC provides oversight and guidance to ICE’s managers, ensuring compliance with human resources (HR) policies and practices.
ICE’s two HR Service Centers are located in Dallas, Texas, and Laguna Niguel, Calif. HR specialists at these centers focus on recruiting and retaining a highly qualified workforce, while managing the agency’s day-to-day HR operations.
OHC’s goals include the following:
- Implementing workforce planning strategies to optimize organizational effectiveness;
- Developing human capital programs, policies and strategic planning for HR issues affecting ICE; and
- Creating an environment that values employees and promotes work-life balances

Leadership
Kimberlyn J. Bauhs
Human Capital Officer
Kim Bauhs has been U.S. Immigration and Customs Enforcement’s (ICE) Human Capital Officer (HCO) since March 2011.Ms. Bauhs has more than 28 years of public sector service. She brings a wealth of knowledge to this position. As HCO, she is responsible for a broad range of human capital functions and activities supporting the ICE workforce. She oversees human resource operations, labor relations, employee relations, talent management, executive services and human resources information technology.
Ms. Bauhs joined the federal government in 2000 and was selected as a member of the Senior Executive Service in 2007. Prior to her position at ICE, Ms. Bauhs served as the assistant director for federal recruitment and hiring at the U.S. Office of Personnel Management (OPM). In that position, she oversaw USAJOBS, the federal government’s one-stop source for job and employment information. This popular site receives resumes from millions of individuals seeking federal workforce opportunities. In that role, Ms. Bauhs led a government-wide effort to transform USAJOBS to support federal hiring reforms. She also participated in OPM teams that focused on hiring reform, diversity recruitment and outreach, as well as increasing employment opportunities for veterans and individuals with disabilities.
At OPM, Ms. Bauhs also served as the assistant director for the Human Resources Consulting Program, a $40-million federal consulting practice that assisted government agencies with testing, staffing and other resources services. She also served as the acting director of OPM’s Presidential Management Fellows Program.
Before her service at OPM, Ms. Bauhs worked for the National Institutes of Health in training and strategic management planning. Ms. Bauhs began her career as an officer in the U.S. Navy’s nuclear power program where she taught mathematics and physics. She later worked for the Virginia Employment Commission as an employment service office manager and an agency human resources director.
Ms. Bauhs has a bachelor’s degree in mathematics from the College of Charleston in South Carolina, and a Master of Science degree in organizational development and human resources from Johns Hopkins University. She is an alumnus of the Virginia Executive Institute and the Federal Executive Institute.
