Capacity Building

The Innovative Program Delivery Capacity Building (IPDCB) Program is designed to assist FHWA, state and local transportation executives and staff to advance their complex transportation infrastructure investment needs. On a practical level, the IPDCB Program provides information, training, a customized workshop, and technical assistance to help transportation professionals ask the right questions at the right time during the development of transportation planning processes and programs that respond to the needs of both FHWA and US DOT staff, as well as external transportation agency professionals. IPD capacity building program consists of the following tools:

Education for USDOT Staff - The IPD Academy

The IPD Academy serves USDOT employees interested in learning about innovative program and project delivery mechanisms. When fully operational it will provide a comprehensive selection of courses and curricula. These courses are offered via webinars and may also be combined to suit the unique requirements of specific Divisions.

For individuals with IPD certifications, the IPD Academy will offer rotational assignments as well as opportunities to serve in a speakers' bureau and provide expert assistance on special IPD projects. These professional development opportunities not only support individual career aspirations, but also help form IPD champions within the Department - staff that are comfortable in suggesting new ways of doing delivering the program to their State and local partners.

Education and Technical Assistance for State and Local Transportation Agencies

The IPD Office offers training to State and local transportation agencies through the FHWA Division Offices. The office is making plans to partner with the AASHTO Center for Excellence in Project Finance to deliver training material.

Evaluation Tools and Guides

Because innovative strategies are not suitable for every project, the IPD Office is producing a suite of evaluation tools to help practitioners determine the best way to deploy such strategies. Additionally, guidebooks to help interested parties move up the learning curve are currently under development. The tools and guidebooks will be refined continuously as new information becomes available through experience and research. Finally, the office is committed to providing a wide array of technical resources, from primers to professional documents. These tools, guidebooks, and resources are intended to advance both the state-of-the-art and the state-of-the-practice.
