Offshore Safety & Energy

The Pacific Region, is tasked with overseeing the oil and gas operations and activities on the leases (currently 49; 43 of which are producing) in the federal OCS waters offshore southern California. Regulatory requirements govern the activities on these leases providing for safe and environmentally sound operations. After a lease is issued, all the post-lease activities require extensive review and approval before any operations can take place on the lease. This section provides information for both the operators of these leases and others interested in safety and guidance for sound operating practice while maximizing the return to the public for these federal resources. The lessees and operators of the leases will find the pages in this section replete with guidance on safe operating practices and policy, governing regulations and permit applications.

Operations

  • Proposed Revision to the Carpinteria Field DPP: This document presents proposed revisions to the Platform Hogan Development and Production Plan (DPP). The proposed revisions to the DPP address the development and production of oil and gas from the Carpinteria Field, including State Leases PRC-400, PRC-7911, and PRC-3133. Drilling, completing, equipping, and operating State Lease wells would be accomplished from Platform Hogan.

This section provides information about offshore operations activities, this section covers all aspects of offshore oil and gas development, from exploration to decommissioning.

Notice to Lessees and Operators (NTL) 2010-N05 implements certain safety measures outlined in the report entitled “Increased Safety Measures for Energy Development on the Outer Continental Shelf” (Safety Measures Report), dated May 27, 2010.

Blowout and Worst Case Discharge Scenario Description: Notice to Lessees and Operators (NTL) 2010-N06 provides national guidance to Lessees and Operators regarding the content of the information required in the blowout scenario and worst case discharge scenario descriptions in each Exploration Plan and Development and Production Plan.

Summary of Shallow Water Drilling and Well Modification Permit Requests in the Pacific Region Subject to NTL 2010-05 and NTL 2010-06: These tables include the counts of drilling and well modification permit requests that are required to include the information outlined in NTL-05 and/or NTL-06. These counts do not include permit requests that do not meet the criteria outlined in those NTL's.
