This position is located in the Division of Procurement and Facilities Management. The incumbent serves as a Contract Specialist responsible for responding to customer requests and inquiries. Provides procurement related data, information and advice to agency staff.

Duties:

*Assists in planning and development of programs for the administrative management of contracts for NCUA.

*Coordinates all vendor registration requests, and database entries.

*Provide assistance and guidance to users in the development and processing of procurement-related documents in the Delphi system.

*Conducts an analysis of agency documentation to ensure requirements are clearly defined.

*Draft contract provisions to ensure NCUA’s rights and requirements are met and defined.

*Ensure all contracts files are maintained in accordance with the current guidelines.

*Gathers pertinent data and assists Contracting Officer and Office of General Counsel with settlement negotiations on contracts. *Purchases supplies and services supporting NCUA Programs using an agency purchase card.

*Contact suppliers to resolve discrepancies in invoice amounts, quantity or other terms and conditions.

To qualify at the CU-09:  

You must have two years of graduate education,

OR A master's degree or equivalent degree,

OR You must have one year of specialized experience equivalent to the CU/GS-07 level in federal service. Specialized Experience includes advised applicants on requirements for submitting proposals for grants and on appropriate ways to develop program proposals; Evaluated proposals under consideration for awards of grants; Ensured program requirements are met and appropriate rules and regulations are utilized; Consults with program staff and makes recommendations regarding the renewal of on-going projects. Experience, education or training which demonstrates the ability to recognize causes of and analyze problems and recommend practical solutions; to deal satisfactorily with others and to negotiate with operating personnel, AND must be experienced using computer and automation systems.

 

To qualify at the CU-11

You must have three academic years of graduate education,

OR A doctoral or equivalent degree,

OR You must have one year of specialized experience equivalent to the CU/GS-09 level in federal service. Specialized experience may include: serving as a contract specialist responsible involving the solicitation, analysis of firm fixed-price or similar contracts, and evaluation of contractor, bids and vendor proposals in the procurement of complex supplies, equipment and services; OR comparable experience.


Basic Education Requirement:

A. 4-year course of study leading to a bachelor's degree with a major in any field;

 

OR

 

B. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

*Knowledge of wide range of contract administration, policies, procedures, rules and regulations, to plan and carry out contract assignments.

*Knowledge of negotiating techniques to conduct negotiations.

*Possess a working knowledge of the agency's Financial Management System Procurement (FMSP) program (Delphi).

*Knowledge and understanding of the system and techniques accredited to cost estimating and accounting.

HOW YOU WILL BE EVALUATED:

OTHER INFORMATION:

This position is being filled as a Term Appointment/Temporary Promotion Not-to-Exceed 2 years.

If you are not a current NCUA employee, you will be placed on a Term Appointment for up to 2 years. Your employment will end on the expiration date of the Term Appointment unless you are separated earlier.

Permanent NCUA employees may apply for this Term Appointment and, if selected, will be converted to a Term Appointment.  However, employees who convert from permanent status to non-status Term Appointments face termination upon the expiration of the appointment and are not entitled to placement back to former permanent positions.

If you are selected for this position at the CU-09, you may be non-competitively promoted to the next level through CU-11 level provided that you have fulfilled the necessary qualification requirements including any applicable certification processes. Promotion is not automatic and is conditional on demonstrated ability to perform the higher grade level duties, a current written performance appraisal rating of "fully successful" or better, fulfillment of the necessary qualification requirements, and sufficient work at the higher grade level position.

SALARY: Pay will be set using NCUA's Compensation policy. The salary range shown is NCUA's National Pay Rate (NPR) which includes a locality rate of 24.87 percent for the Alexandria, VA geographical area.
