The IJIS Institute is working on an ongoing project to compile and edit NIEM Adoption and Use Case Studies. These case studies are a great vehicle to help others understand and use NIEM. It is important, as we advocate the use of NIEM for information sharing, that we also share how NIEM is being used and highlight NIEM success stories.
The External Alarm Interface Exchange IEPD provides a standard data exchange for electronically transmitting information between an alarm monitoring company and a Public Safety Answering Point (PSAP). There are three primary uses for this IEPD: initial notification of an alarm event, bidirectional update of response status acknowledgements between an alarm monitoring company and the PSAP, and bidirectional update of other events related to an active alarm event between an alarm monitoring company and a PSAP.

Case Studies
The Vermont Judiciary plans to convert to a centralized, Web-based case management, document management, and e-filing system. The RFP for the new system, called VCase, was posted in June 2008, with the objective of starting work on the new system in mid-2009. The RFP requires that all exchanges in VCase will be NIEM-compliant.
Today, the Maritime Domain Awareness (MDA) initiative is one of the most significant cross-domain information-sharing enterprises in the Federal Government, linking industry, the Navy, the Coast Guard, and the Department of Transportation around the world. It comprises a striking example of success, built on a foundation of UCORE and NIEM.
Thanks to NIEM, there is now for suspicious activity reports a standard way to express and share information between agencies.
The SETCP demonstrated that, when needed, non-experts could develop NIEM-conformant messages rapidly. It showed, further, that watch officers, analysts, and scientists could read and interpret those messages, even when they were sent machine-to-machine.

This case study highlights the successful utilization of NIEM as part of the MassGangs project to support the exchange of information obtained by local, regional, and state criminal justice agencies regarding members of criminal gangs and illegal organizations in Massachusetts.
The purpose of this case study is to highlight the successful development of a NIEM 2.0-conformant Information Exchange Package Document (IEPD) for Pennsylvania’s Court Case Event Messages through Pennsylvania’s Justice Network (JNET) and to draw attention to resulting documentation—NIEM
