The No Taxpayer Funding for Abortion Act establishes a permanent, government-wide prohibition on taxpayer funding for abortion.  Polling has demonstrated that more than three-quarters of Americans feel that federal funds should not pay for elective abortions.  Statistics show – including those from the pro-abortion Alan Guttmacher Institute – that policies that prohibit tax-funded abortion prevent at least a quarter of elective abortions that otherwise would have occurred.  This bill also prevents health care entities – doctors, nurses, health insurance plans, hospitals and the like – from being coerced to perform, subsidize or facilitate abortion. 

H.R. 3 is necessary to codify an existing patchwork of laws relating to the funding of abortion and conscience protections.  Most current protections on these issues must be renewed each year through the appropriations process – and do not apply to medical services or health plans established under Obamacare.  [show less]
