The Director, Defense Procurement and Acquisition Policy (DPAP), issued a memorandum on April 27, 2011 that provided amplifying guidance for the improvement of competition in Defense procurements in response to questions raised to his prior November 24, 2010 memorandum. This memorandum provides amplifying guidance for competitive situations in which only one offer is received in response to a solicitation. The memorandum outlines which procurements the November 24th memorandum applies to, as well as which procurements are excepted. Waiver authority guidance is also provided.
