JOB SUMMARY:

National Marine Fisheries Service (NMFS) is dedicated to stewardship of our nation's living marine resources, and the habitat on which they depend, through scientific research, management and enforcement.  NMFS provides effective stewardship of these resources to benefit the nation, through domestic and
international programs supporting coastal communities that depend upon them, while providing safe and healthy seafood to consumers and recreational opportunities for the public.

PUBLIC NOTICE: This position is in the National Marine Fisheries Service (NMFS), Office of the Assistant Administrator, Office for the Chief Information Officer, IT Security Office, located in Silver Spring, MD.  This position will be filled under the DOC Alternative Personnel System (CAPS). This system replaced the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band. The ZP-3 is equivalent to the GS-11/12. Payment of relocation expenses is not authorized. A one-year probationary period may be required. 

This position is being posted under Office of Personnel Management Direct Hire Authority authorized by 5 United States Code (U.S.C.), Section 3304 and 5 Code of Federal Regulations (CFR) Part 337, Subpart B. The Rule of Three, Veteran's Preference and traditional rating and ranking of applicants do not apply to the Direct Hire process. This position is subject to the provisions of the Interagency Career Transition Assistance Plan Program (ICTAP) and Career Transition Assitance Program (CTAP). The individual selected for this position will:

  • Serve as the IT Security subject matter expert and will establish and implement a formalized plan to address operational IT security within NMFS IT systems. 
  • Ensure NMFS IT systems are in compliance with Federal, Department of Commerce, NOAA, and NMFS statutes, regulations and policies;  
  • Oversee vulnerability mitigation; develop and interpret IT Security policies and guidance; development and/or review of submissions relating to compliance reviews, continuous monitoring, or audits;
  • Advising various stakeholders on IT security requirements (FISMA –Federal Information Security Management Act), Accreditation Authority,  and Plans of Actions and Milestones (POA&Ms). Experience can be inferred by holding a current Associate of (ISC)²  or (ISC)² or CISSP certification.

Education is not required for this position.  However, applicants may substitute education for experience.  Acceptable education includes a Ph.D.  or equivalent doctoral degree or three (3) full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree.  Education must have been from an accredited college or university.  * If using education instead of experience to qualify, TRANSCRIPTS must be provided from all degrees received (unofficial copies are acceptable) by the closing date of this announcement. Individuals who are selected must be prepared to provide official transcripts. * If course content cannot be easily identified from the title of the course as listed on your transcript, you must submit an official course description from the college/university that reflects the content at the time the course was taken.

This position requires General Experience that all applicants possess IT-related experience demonstrating each of the four competencies listed below.

1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.

2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.  AND

The applicant must possess at least one year of specialized experience equivalent to the ZP-2 (GS-9 or equivalent), which is typically in or related to the position to be filled.  The experience must have equipped the applicant with the particular knowledge, skills, and abilities (competencies) to perform the duties of the position. The experience need not have been in the federal government.

Specialized experience at this level includes: Experience with IT Security in one or more of the following activities: Risk Management Framework (RMF), vulnerability mitigation strategies or applying IT Security policies and guidance; AND must also have experience in advising on IT security related requirements.  NOTE: Your resume must document specialized experience and support your responses to the vacancy questions.
