Army Officer Special Selection Boards for Promotion Consideration Omissions

Purpose:

To provide information concerning special selection boards for promotion consideration (omissions).

Facts:

a.  Promotion consideration guidance for omissions is found in AR 600-8-29, Chapter 7.

b.  Promotion consideration is granted to officers who were not considered in or above the promotion zone by a regularly scheduled board due to an administrative error. Reasons for omission cases include:

(1)  Incorrect grade on the Officer Master File (OMF).

(2)  New date of Rank (DOR) determination.

(3)  Incorrect DOR on the OMF.

(4)  The Army Board for Correction of Military Records (ABCMR) directs recall of an officer and declares separation null and void.

(5)  Erroneous deletion from the eligibility roster by career branch, Military Personnel Division/Personnel Service Company, or Promotions Branch.

(6)  Officers who are interservice transfers. These cases are usually referred to Promotions Branch from the branch's Date of Rank Section, the servicing Military Personnel Division/Personnel Service Company, individual officer career branches, or ABCMR. Requests for special selection board promotion consideration for omissions should be forwarded to: U.S. Army Human Resources Command, ATTN: ESPD, Promotions Branch, AHRC-PDV-PO, 1600 Spearhead Division Ave, Dept 470, Fort Knox, KY 40122-5407.

c. Officers who have not completed at least one year of continuous active duty as of the convene date of a promotion selection board are not eligible for promotion consideration. Excepted from this requirement are Medical Corps and Dental Corps Officers accessed in the grade of Captain and interservice transfers.

d.  Promotions Branch is authorized to grant or deny promotion consideration due to an administrative error. If approved, the officer is notified in writing that his/her file is being forwarded to a special selection board and is provided 30 days to correspond with the board to provide information on his/her behalf if desired.

e.  The officer's file will be constructed as it would have been seen by the original promotion selection board, i.e., no documents dated subsequent to the convene date of the original board will be seen by the special selection board.

f.  The record will be compared with a sampling of those officers of the same competitive category who were both recommended and not recommended for promotion by the original selection board.

g.  An officer not recommended for promotion incurs a failure of selection for promotion.

h.  If an officer is selected for promotion, the officer will receive the same date of rank, effective date and pay as the officer would have received if the officer had been recommended for promotion by the original promotion board.

i.  The Secretary of Defense is the final approval authority for all special selection boards. Senate confirmation is required, just as it is for regularly constituted boards.
