The Department of Defense Education Activity (DoDEA) currently has an opening for a Supervisory Instructional Systems Specialist to work in the DoDEA Education Directorate, Office of the Chief of Curriculum, located in DoDEA is a DoD Field Activity responsible for the oversight of two distinct educational systems, the Defense Dependents' Education System, known as the Department of Defense Dependents' Schools (DoDDS), which is DoDEA's overseas school system, and the DoD Domestic Dependent Elementary and Secondary Schools (DDESS), which is DoDEA's domestic school system.  DoDEA employs more than 13,500 individuals responsible for the education of more than 88,000 students in schools located in 12 foreign countries, seven states, Guam and Puerto Rico; DoDEA's mission is to provide a quality education from pre- kindergarten through grade twelve for the eligible minor family members of DoD military and civilian personnel on official assignments.

 MAJOR DUTIES:

As a Supervisory Instructional Systems Specialist you will be responsible for the following duties:

•Works with Chief of Curriculum and DoDEA leadership regarding Special Education Program integrity, implementation and compliance. •Works collaboratively to revise current practices for students with Individual Educational Plans (IEP’s).

•Develops comprehensive compliance monitoring and investigative process for Special Education.

•Provides leadership, guidance, and clarification of Special Education and related student support services.

•Completes the organization’s annual Special Education Compliance Report.

•Oversees the revision of and adherence to the organization’s Special Education Procedural Guide.

In accordance with the Qualifications Standards for General Schedule (GS) Positions under the General Coverage for Professional and Scientific Positions, the following is being provided to you. This position requires 1 year of specialized experience equivalent to the GS-13 level. Examples of specialized experience are: Directs systematic review of curriculum/performance/program standards, and methodology; Trains personnel in methods for implementing and maintaining effective instruction and assessment; Monitors program services in a school system; Develops policies, guidelines, and operational procedures as related to program directions and system wide evaluation in a school system.

Selective Placement Factor:  This position specifically requires above school level leadership/management experience in the area   of Special Education AND Student Support Services in a K-12 school system and a broad knowledge of federal special education regulations and laws and applicable Department of Defense instructions related to special education and student services. Candidates who do not meet the selective placement factor will not receive further consideration for this position. Candidates must possess the selective placement factor to receive consideration for this position and should address this in either their resume or application.


Specifically you will be evaluated on the following competencies. Please ensure you address the competencies within your resume:

 

  • Knowledge of Federal, State, and Local Special Education laws, regulations, policies, and practices.
  • Knowledge to administer and oversee all aspects of the Special Education program and work collaboratively with Student Support Services.
  • Ability to supervise subordinates.
  • Mastery of interpersonal, team-oriented and motivation skills.
  • Ability to communicate effectively orally and in writing.

 
Substitution of Education may not be used in lieu of specialized experience for this grade


Applicants must meet the BASIC EDUCATION REQUIREMENTS as follows: Bachelor Degree or higher:
Bachelor's Degree or higher that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas:


1. Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material.
2. Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.
3. Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.
4. Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.
5. Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.
