Rear Adm. Rainey was assigned as the Space and Naval Warfare Systems Command’s (SPAWAR) Deputy Commander for Fleet Readiness in October 2011. He has also served as the director, Naval Air Systems Command (NAVAIR) Reserve Program since October 2009. Previous flag assignments include vice commander of SPAWAR and deputy chairman of the Joint Aeronautical Commanders Group.
Since transitioning to the Navy Reserve (NR) in 1991, he has served as the Reserve component commanding officer of NAVAIR Reserve Program (NRP) units supporting Air Test and Evaluation Squadrons 30 (VX-30) and 23 (VX-23), as well as the commanding officer of NR-Combat Aircraft Survivability and Threat Lethality (CASTL) and NR-Strategic Mission Analysis. As the�@commanding officer�@of NR CASTL, he was responsible for the deployment of Joint Combat Assessment Team personnel providing embedded, anti-aircraft threat assessment support to rotating Marine Aircraft Wings in Iraq. He has been a member of the Defense Acquisition Corps since 2008.
He was designated a naval flight officer in 1985, and served as an EP-3E Aries senior electronic warfare tactical evaluator and electronic warfare mission commander in Fleet Air Reconnaissance Squadron One (VQ-1) at NAS Agana, Guam. Following Fleet Readiness Squadron instruction in the S-3, he reported to the Naval Air Test Center’s System Engineering Test directorate in July 1989 as a direct input where he was assigned as the ES-3A test program officer.
Rainey is an Indianapolis native, and graduated from the United States Naval Academy with a Bachelor of Science degree in Aerospace Engineering in 1984. He also holds a Master of Arts in Economics from Indiana University.
