State Justice Statistics Program for Statistical Analysis Centers, 2008 Solicitation

  The U.S. Department of Justice, Office of Justice Programs, Bureau of Justice Statistics (BJS) is pleased to announce that it is seeking applications from State and territorial Statistical Analysis Centers to receive funding under the 2007 State Justice Statistics (SJS) Program. BJS is specifically authorized by statute (42 U.S.C. 3732) to provide assistance in the development of State and local government justice information systems, and directed to give primary emphasis to the problems of State and local justice systems (42 U.S.C. 3731). The State Statistical Analysis Centers (SACs), each established by State legislation or executive order, are one important mechanism by which BJS fulfills its mandate under this statute.

FY 2008 National Criminal History Improvement Program (NCHIP) Solicitation

  The U.S. Department of Justice, Office of Justice Programs (OJP), Bureau of Justice Statistics (BJS) is pleased to announce that it is seeking applications for funding to administer the 2008 National Criminal History Improvement Program (NCHIP). This program furthers the Department¿s mission to enhance the crime fighting and criminal justice capabilities of State governments by improving the accuracy, utility, and interstate accessibility of criminal history records and enhancing records of protective orders involving domestic violence and stalking, sex offender records, automated identification systems and other State systems supporting national records systems and their use for criminal history background checks.
  
  Deadline: All NCHIP applications are due by 5:00 p.m. eastern time on Friday, February 15, 2008.
  
  Eligibility: The NCHIP application must be submitted by the agency designated by the Governor to administer the NCHIP program. Methodological Research to Support the Redesign of the National Crime Victimization Survey Solicitation

  To develop an agenda for reconfiguring the survey to enable it to continue to be a viable forum for assessing the impact of crime on its victims, BJS sponsored an expert panel study carried out by The National Research Council of the National Academies to review of the surveys methodology and provide guidelines for options for redesigning the NCVS. The panels initial recommendations are contained in: Studying Victims: Options for Conducting the National Crime Victimization Survey (National Research Council 2008), which can be downloaded online at: http://www.nap.edu/catalog.php?record_id=12090.

  The research proposed in this solicitation responds to one or more of the panels recommendations. Ultimately it is the goal of BJS to redesign the NCVS to improve its methodology, introduce economies towards assuring its sustainability, and better meet the challenges of measuring the extent, characteristics and consequences of criminal victimization as it exists today or may evolve in the future.

  Applicants applying for funds under this announcement may choose from among the four methodological research topics listed below. Applicants may choose one or more research topics by submitting a separate proposal for each topic. With relation to the chosen research topic proposed for funding, the application should provide a synopsis of the applicants background in this field which supports their expertise with the issue, a complete explanation of the methodology to be employed, and how conclusions and recommendations will be framed.

In addition, this survey will examine the factors associated with litigating criminal appeals, the decision to continue or abandon criminal appeals, and the flow of criminal cases from the trial court to intermediate appellate courts and courts of last resort. Applicants are encouraged to review previous BJS reports focusing on state court criminal case processing, sentencing, and appellate litigation available on the BJS website at . BJS anticipates making one award for a ten month period under this solicitation, with an award date on or after August 1, 2008. 2008 Census of State and Local Law Enforcement Agencies

  The purpose of this award is to provide funding to administer the 2008 Census of State and Local Law Enforcement Agencies (CSLLEA). This census will obtain information about the personnel and functions of State and local law enforcement agencies in the United States with a 2-page data collection form. A sample of agencies will receive a 4- page form, instead of the 2-page form, that will collect information related to recruitment, selection, hiring, and retention of sworn personnel. 2008 Tribal Criminal History Record Improvement Program (T-CHRIP)

The Tribal Criminal History Record Improvement Program (T-CHRIP) will provide support to Federally-recognized tribes and State criminal records repositories to promote participation in and improve data sharing between tribal, State, and national criminal records systems.

2009 National Inmate Survey Solicitation

  The purpose of this award is to provide funding to administer the 2009 National Inmate Survey (NIS). The NIS is an Audio Computer-Assisted Self-Interview (ACASI) instrument administered to inmates in correctional facilities to measure the prevalence of sexual assault at the facility level. BJS anticipates making one award for a 24-month period under this solicitation.

  This survey is part of the National Prison Rape Statistics program (NPRS), a recurring survey series which will collect and analyze data on the prevalence of sexual assault among individuals held in federal and state prisons, local jails, and juvenile facilities as well as former inmates. The data collections under NPRS are in response to the mandate to the Bureau of Justice Statistics (BJS) under The Prison Rape Elimination Act of 2003 (PREA). BJS, the statistical agency of the U.S. Department of Justice, is statutorily authorized to collect, compile, analyze, publish, and disseminate uniform national statistics concerning all aspects of criminal justice and related components of the justice system. BJS is responsible for collecting data for the NPRS. Findings from the NPRS will be used to develop and implement national standards for the detection, prevention, and reduction of sexual assault within correctional facilities.

State Court Processing Statistics (SCPS)

  The Bureau of Justice Statistics (BJS) is seeking proposals to redesign the State Court Processing Statistics Project (SCPS) project. The purpose of this award is to provide funding to redesign SCPS and enhance the projects data collection capabilities. SCPS is a recurring data collection project involving the compilation of felony cases processed in 40 large urban counties chosen to be representative of the 75 most populous counties in the U.S. Approximately 15,000 felony cases filed on certain days in May of every even numbered year are tracked for up to 1 year in these 40 sampled counties. The data collected includes current arrest charges, demographic characteristics, prior arrests and convictions, criminal justice status at arrest, type of pretrial release or detention, bail amount, court appearance record, adjudication outcome, and sentence received if convicted. The SCPS data collection platform has remained essentially unchanged since it inception in 1988. This solicitation will provide an opportunity to re-conceptualize SCPS to take into account the increasing levels of automation in state courts and other enhanced collection mechanisms that have occurred since the late 1980s. BJS is authorized to issue this solicitation under the Omnibus Crime Control and Safe Street Act of 1968, Section 302, as amended.
