Non-Army Personnel

A joint service agreement allows service members who are selected for this program to be discharged from their component and enlisted in the Army. Applicants must apply for this program while on active duty and must have 12 months or more remaining on their enlistment contract; civilians must contact their local Army recruiter. Applications are forwarded from the individual to Headquarters United States Army Recruiting Command, USAREC. After screening, the application is forwarded to the appropriate proponent who evaluates the applicants' technical experience and determines if the applicant is qualified to compete against other qualified applicants for the limited warrant officer positions. Applications from those who are not technically qualified will be returned to the applicant without further processing. Further requirements for Non-Army personnel are listed below under "Additional Requirements For Non-Army Personnel".

A selection board will consider fully qualified applications. Selection is highly competitive and board members select applicants based upon the whole person concept. Leadership and technical abilities will be evaluated and only the best qualified will be selected.

Commission Officers from AF/Navy/Marines cannot apply through the WOSB. They have to one resign their Commission and apply through the WOFT Program or two apply for an Inter-Service Transfer through HRC.

Additional Requirements For Non-Army Personnel
  1. Armed Services Vocational Aptitude Battery (ASVAB)

    • Air Force, Navy, and Coast Guard Servicemembers who would like to get their scores converted need to first ensure that the individual qualifies with an Army GT of 110.

    • If the Armed Services Vocational Aptitude Battery (ASVAB) or Armed Forces Classification Test (AFCT) or in-service ASVAB was administered prior to 1 July 2004 the following applies:
      1. Air Force members need a minimum General (G) score of 64.
      2. Navy and Coast Guard Servicemembers must combine their Arithmetic Reasoning (AR) and Verbal (VE) and have a minimum combined score of 109.

    • If the ASVAB or AFCT was administered after 1 July 2004 the following applies:
      1. Air Force members need a minimum General (G) score of 70.
      2. Navy and Coast Guard Servicemembers must combine their Arithmetic Reasoning (AR) and Verbal (VE) and have a minimum combined score of 111.

    • ASVAB scores can be converted by mailing (CANNOT BE FAXED) a True Certified Copy of the Servicemember’s ASVAB record. A “True Certified Copy” is a photocopy of the Servicemember’s ASVAB or AFCT scores that has the statement “Certified True Copy” or “True Copy” either stamped or handwritten on the page and is accompanied by a blue or black ink signature of a military personnel clerk, test control officer, or Commander. In addition, include rank, position, and phone number of the individual certifying the scores. Photocopied signatures will not be accepted. Please do not send originals, documentation provided for conversion will not be returned.

    • A memorandum containing the following information must be submitted along with the True Certified Copy of scores:

      1. Full Name, Rank/Grade, Social Security Number.
      2. Complete Current Command Address (NO ABBREVIATIONS OR ACRONYMS ACCEPTED).
      3. Complete mailing address (can be individual's home).
      4. What program individual is applying for, ie: Warrant Officer Flight/Engineer Programs.
      5. Request to take the AFAST (if necessary).
      6. POC information, email addresses and phone numbers. Please include commercial and DSN.

    • Retesting procedures (Improve ASVAB score or take initial AFAST)

    • For individuals who do not meet the aptitude requirement (110 GT) for entry into the Warrant Officer Program, they will need to take the Armed Forces Classification Test (AFCT). The AFCT is the in-service version of the ASVAB. Individuals will need to take the test within their service, have the scores posted to their official military file, and have their personnel component certify a true copy of the record.

    • Individuals should ensure that they study for this test, as failure to achieve the required score will result in a retest of the AFCT in its entirety. Baron's and ARCO have good study guides that are available at most local libraries and book stores. Procedures to covert scores to Army standards as outlined above apply.

    • Those individuals who request to take the AFAST must take a copy of the letter certifying their ASVAB scores to the nearest Army Education Center or testing facility in order to schedule the exam with them. Original letter must accompany application packet for the Warrant Officer Program.       Marines

      Marines needing ASVAB scores converted must contact:

    • A letter request from the individual's commanding officer to HQMC is required to convert ASVAB scores to Army Standards. HQMC will submit a letter from certifying GT scores. This letter will be an enclosure for the package that will be submitted for the Army Warrant Officer Program.

    • Marines who request to take the AFAST, will need to submit a letter request from the parent unit Commanding Officer to HQMC. The request should include last ASVAB test date (if the test date is not the original test, and was a retest prior to 2003 the Marine must test with the ASVAB before scores can be converted) and where the exam is to be taken with a point of contact and phone number. The AFAST must be administered at an Army facility. An authorization letter from HQMC will be forwarded to the Army Personnel Testing Coordinator who will give the Army TCO authorization to test the Marine. The entire process takes a minimum of two weeks.   3. Army 3-event physical fitness test (APFT):

    Push-ups, sit-ups, and 2 mile run administered by an Army E7 or above. Check with a nearby Army installation or the local Army recruiting office for someone to administer the test. The APFT score is valid for 6 months but should not be close to expiration when forwarding the packet. Results must be recorded on DA Form 705, signed by an Army E7 or above, and included in the packet. Be sure to read the Test Procedures in Training Manual 21-20 that address the instructions and additional points for each event before testing. If you pass the APFT to standard, you should not have trouble passing this event while attending the Warrant Officer Candidate School (WOCS).

  4. Personnel data record equivalent of the Army Enlisted Record Brief (ERB). Equivalent forms are listed below:
    • Navy: Personnel data record pages 1, 4, and 5
    • Air Force: Data Verification Brief (DVB) or RIP pages 1 - 11
    • Marines: Master Brief Sheet (MBS) (Usually only 1 page)
    • Coast Guard: Personnel data record pages 1, 3, 4, and 5
  5. Official Military Personnel File. As a minimum, this file contains your enlistment and reenlistment documents, awards, evaluations, training certificates, and promotion orders. If your personnel records are not on microfiche, then a hard copy of these documents are sufficient. Documents missing from your record should be provided in hard copy. It is your responsibility to ensure your records are accurate and current.
  6. An applicant can now apply with 12 months remaining on his or her current active duty enlistment. The reference to a two-year requirement will remain on our web site until AR 611-85 is published eliminating the two-year requirement. Reenlistment or extension documents are needed if your personnel records do not reflect at least 15 months or more remaining on your active duty contract. This must be completed before submitting application.
  7. The above requirements must be met, in addition to, or in place of the other requirements in the sample application and governing regulations. Include the supporting document that proves you have completed each requirement as a part of your application.
