ATF Ruling 76-14

The Bureau of Alcohol, Tobacco and Firearms has been asked whether Imitation Oil of Lavender No. 14224, D. G., may be authorized for use as a denaturant in Specially Denatured Alcohol Formula No. 27-B and Formula No. 38-B. Such denaturant would be used in lieu of Lavender Oil, IN. F., and would be an addition to the list of essential oils and aromatic substances authorized by ATF Ruling 74-1, ATF C.B. 1974, 35.

Held, the Director, Bureau of Alcohol Tobacco and Firearms has determined that Imitation Oil of Lavender No. 14224, D. G., manufactured by Fritzsche, Dodge & Olcott, Inc., 76 Ninth Avenue, New York, New York 10011, has the characteristic odor and flavor of Lavender Oil, N.F., and is a satisfactory substitute for such oil in the production of Specially Denatured Alcohol Formula No. 27-B and Formula No. 38-B, if the following specifications are met for Imitation Oil of Lavender No. 14224:

Specific Gravity at 25°/25°C.....................0.898-0.906

Refractive Index at 20°C.........................1.465-1.472

Optical Rotation................................+10° to +20°

Esters as Linalyl Acetate.......................36% Minimum

Other provisions and conditions set forth in ATF Ruling 74-1 applicable to essential oils and aromatic substances listed therein are applicable to Imitation Oil of Lavender No. 14224.
