The Strategic Planning Office (SPO), a division of the Defense Spectrum Organization, is responsible for developing comprehensive and integrated spectrum planning along with long-term strategies for Department of Defense (DoD) spectrum access. Assist the Office of the DoD Chief Information Office (Spectrum) in spectrum management policy, strategic planning, and oversight SPO ensures continued access to spectrum resources for all DoD missions through its two subcomponents; the National Branch and International Branch. The National Branch provides key engineering analysis to support DoD’s leadership in the reallocation process. The International Branch leads DISA’s efforts in international spectrum and satellite coordination. SPO’s primary objective is to maximize global spectrum access for U.S. forces both now and for the future.

STRATEGIC PLANNING OFFICE RESPONSIBILITIES

NATIONAL BRANCH

  • DoD focal point for development of a framework for integrated planning and support of long-term strategies that promote a national spectrum plan.  
    • Revise the DoD Electromagnetic Spectrum Management Strategic Plan, the associated Implementation Plan, and the DSMA to reflect progress and changes.
  • Perform spectrum management and engineering analyses to support national spectrum reallocation initiatives including the 10-year plan for spectrum reallocation.
  • Provide coordination and execution of solutions for DoD and joint spectrum issues
  • Develop efficient spectrum management processes using advanced technology and techniques
  • Represent  DoD interests  at national spectrum management forums
  • Oversee and conduct analyses and studies supporting DoD spectrum use
  • Monitor and support analysis of pending legislation affecting federal spectrum access

INTERNATIONAL BRANCH

  • Lead all WRC preparatory activities for the DoD including development and coordination of DoD positions for all WRC agenda items.
  • Represent DoD interests at national, international, allied, and regional WRC preparatory  forums including:
    • National Telecommunications Information Administration (NTIA)
    • International Telecommunication Union (ITU) and its regional groups
    • NATO
    • Combined Communications Electronics Board (CCEB)
  • Lead the DoD satellite registration/coordination process to ensure access to orbital slots for the DoD, and mitigate electromagnetic interference to DoD satellites
  • Represent DoD interests at bilateral satellite coordination meetings
  • Oversee analyses and studies supporting DoD spectrum use
