Rear Admiral Upper Half Richard B. Landolt
Director, Operations and Cyber
U.S. Africa Command
Rear Adm. Landolt is a native of Suffern, N.Y., but was raised in New Jersey and Florida. He received his commission via the Navy Reserve Officers Training Corps unit at the University of Florida where he earned a Bachelor of Arts in Political Science in 1981.
A surface warfare officer who served onboard Pacific Fleet ships USS Morton (DD 948), USS Niagara Falls (AFS 3), USS Cayuga (LST 1186), and USS Roanoke (AOR 7). He has commanded USS Gladiator (MCM 11), and USS Ardent (MCM 12) forward deployed to Bahrain, and USS Fort McHenry (LSD 43) then forward deployed in Sasebo, Japan. His major command tour was as the commodore of Amphibious Squadron 11, also in Sasebo, Japan.
Ashore tours include two overseas on NATO staffs. First as a communications planner, and more recently as the executive assistant for Commander, Naval Forces Europe and Africa and Joint Forces Command, Naples, Italy. Other shore tours include the Bureau of Naval Personnel as head of Surface Placement (Pers-413), and on the Chief of Naval Operations (CNO) Executive Panel staff as the assistant for long range plans.
He holds a Master of Science degree in Telecommunications Systems Management from the Naval Postgraduate School in Monterey, Calif., and is a graduate of the U.S. Marine Corps Command and Staff College.
Landolt was also a senior fellow on the CNO's Strategic Studies Group (SSG XXIV), and was a federal executive fellow at the RAND Corporation.
His previous flag tours have been as deputy director, Expeditionary Warfare Division (N85B), and as commander, Amphibious Forces 7th Fleet headquartered in Okinawa, Japan, from June 2008 to April 2011. His most recent assignment was as director, International Engagement (OPNAV N52) on the Navy staff.
