The Office of Communications oversees a comprehensive energy information dissemination program that provides high quality information in a timely manner that can be accessed by all types of EIA's public and private audiences. This Office also oversees the application of web-based technology to successfully execute the EIA mission and serve the agency's extensive customer base.

The Energy Information Administration (EIA), is seeking a motivated and highly qualified candidate for an exciting full-time permanent position located in the Office of Communications. This office supports the mission of EIA by managing the agency’s external website, employee intranet, customer contact center, printing/publication/graphics programs, media relations and press services, customer surveys and usability testing, energy education programs for students and teachers, and is the EIA point of contact/coordinator for FOIA/GAO/IG liaison, correspondence controlled at the Department level, Federal Managers’ Financial Integrity Act (FMFIA), Congressional testimony/related activities, directives and conference management.

Assignments will include providing leadership on web product development and web project management as the lead member of EIA teams that are responsible for the design, development, maintenance and resource requirements of the EIA website. Products and projects may include, but are not limited to, web product design and development, software and vendor evaluation and selection, web systems architecture and implementation, information architecture, enterprise-wide search and taxonomy, research and prototyping of emerging Internet technologies, quality assurance, and advancing EIA’s web development best practices.  This includes a high degree of coordination with program senior leadership, division managers and staff to facilitate effective utilization of electronic methodologies in a manner that meets the agency’s strategic objectives for information, data dissemination and cost-effectiveness.  Serves as a Web Project Manager, and in this capacity plans, directs, and coordinates work of the interdisciplinary teams assigned to specific web projects to ensure that objectives are met and a high degree of effectiveness is maintained.  

Independently researches and evaluates new and emerging methods for web product development and web project management.  Assesses these methods with respect to their suitability for disseminating EIA data, analysis, and projection products and their potential costs and benefits.

Formulates and/or influences the corporate policies of the EIA regarding resource allocation (both FTE and contract support service) and other technical matters in support of the efficient and effective execution of the EIA mission in the area of web management. The incumbent directs and oversees both federal and contract support staff in a highly-matrixed tasking environment. As such this role may impact present or future personnel policy or practice or general employment condition of EIA staff.

Specialized experience is defined as: Direct, hands-on programming experience directly related to developing or redesigning web sites and/or web applications for a public-facing website of substantial size and scope (minimum 1 million visitor sessions per month and 100,000 files of all types) using all of the following:  SQL, JavaScript, HTML, PHP, and Cascading Style Sheets. Use of these programming languages must have occurred within the last 48 months and used on a regular and recurring basis (i.e., on a full-time daily basis for at least 12 months in duration).  

ADDITIONAL QUALIFICATIONS REQUIREMENTS: Your online resume must demonstrate that you possess the following knowledge, skills, and abilities (KSAs/Competencies) (NOTE: Applicants need not prepare a written responses to these KSAs/competencies, unless asked in the online application): 

1. Broad knowledge of electronic information and data dissemination, web project management, information architecture, usability, content management, web systems technologies, and system design, including an in-depth knowledge of diverse web design and development specialty areas.

2. Experience maintaining a state-of-the-art web dissemination service by researching and implementing new web technologies, product designs, and electronic publishing techniques.

3. Ability to deal effectively with all levels of management and users to provide leadership in the development of dissemination methods that meet the needs of EIA customers; and to justify recommendations concerning policies, technical changes and resource requirements and to defend the recommendations in an environment of competing and constrained resources.

4. In-depth knowledge of program analysis and web systems methodology necessary to develop an environment that includes policies, approaches, standards, procedures, and guidelines for the ongoing improvement of EIA web products and their integration into the EIA electronic information dissemination program.
