2011 Rural Reporting Changes and Clarification Highlights

Changes

Rural NTD reporting incorporates the following Introduction changes:

  • New rural NTD modes
    • Commuter bus (CB)
      • Fixed-route bus systems that are primarily connecting outlying areas with a central city through bus service that operates with at least five miles of continuous closed-door service.  This service typically operates using motor coaches (aka over-the-road buses), and usually features peak scheduling, multiple-trip tickets, and multiple stops in outlying areas with limited stops in the central city.
    • Ferryboat (FB)
      • A transit mode comprised of vessels carrying passengers and / or vehicles over a body of water that are generally steam or diesel powered. Intercity ferryboat (FB) service is excluded, except for that portion of such service that is operated by or under contract with a public transit agency for predominantly commuter services.  Predominantly commuter service means that for any given trip segment (i.e., distance between any two piers), more than 50 percent of the average daily ridership travels on the ferryboat on the same day. Only the predominantly commuter service portion of an intercity route is eligible for inclusion when determining ferryboat (FB) route miles.
    • Taxi (DT)
      • A special form of the demand response mode operated through taxicab providers.  The mode is always purchased transportation type of service.

Rural NTD reporting incorporates the following general Internet Reporting changes:

  • New password requirements and features
    • Expiring every 60 days
    • Lockout if inactive for over 60 days
    • Password length and complexity

The State Agency Identification form (RU-10) incorporates the following:

  • The "Fiscal Year" data field is now referred to as the "Report Period End Date" data field  

The Rural General Public Transit Service form (RU-20) incorporates the following:

  • The Intercity bus mode in now on the new RU-21 form
  • Service area drop down now contains a "Multi-State" selection
  • New modes with corresponding data collection fields
    • Commuter bus
    • Ferryboat
    • Taxi
  • Removal of the “sponsored unlinked passenger trips” data field for the bus, vanpool, and other modes
  • Reorganization of the "Asset/Infrastructure" section
    • The Asset/Infrastructure" section is now referred to as the "Asset and Resource Information" section
    • New title header for "Vehicles"
    • New title header for "RVI #" (Revenue Vehicle Inventory)
    • Removal of the "Other Resource" section header and gray line
    • Removal of the "Total annual taxicab unlinked trips" data field
    • Renumbering line 18-23

The Rural Intercity Bus form (RU-20 IB):

  • Now the Intercity Bus (RU-21) form

The Rural Recipient form (RU-22) incorporates the following:

  • The "Directly Reporting Tribal Recipient" form is now referred to as the "Rural Recipient Reporting Separately" form
  • New line to capture the rural recipient's NTD ID
  • New line for Tribal Transit 5311 funds
  • New line for ARRA Tribal Transit funds

The Urban Recipient form (RU-23) incorporates the following:

  • New line to capture the urban recipient's NTD ID
  • New line for Tribal Transit 5311 funds
  • New line for ARRA Tribal Transit funds

The Rural Public Transit Service Summary form (RU-30) incorporates the following:

  • New section summary for the RU-21 data

New Forms:

  • RU-21: Intercity Bus

Clarifications

The RU-20 form instructions include clarification of:

  • In-kind funds and services
  • How to report:
    • CMAQ funds - 5311 Line (if flexed into this program)
    • RTAP funds - 5311
    • Medicaid - Other Federal / State
  • Taxicab trips
  • Reporting contracted service with examples
  • Reporting contract revenues with examples
