A: Updates to Company Information, Site Information, Preparer Information, Reporting Entity Supervisor Information, and Sector Information can be completed by emailing changes to EIA-3@eia.gov , EIA-5@eia.gov, EIA-7A@eia.gov, or EIA-8A@eia.gov, respectively. Q: Under "Item II: Coal Receipts, Consumption and Stocks," can a value be negative? A: For EIA-3 and EIA-5 surveys, Item II.D. Adjustments can be negative. In addition, if the number is negative, please indicate this with a (-) sign before the number in the text box. Q: How do I convert between short tons and metric tons? Vice Versa. A: Convert short tons to metric tons by multiplying the number of short tons by 0.907184. Convert metric tons to short tons by multiplying the number of metric tons by 1.10231. Q: How do I convert between short tons and metric tons? Vice Versa. A: Convert pounds to short tons by multiplying the number of pounds by 0.0005. Convert short tons to pounds by multiplying the number of short tons by 2,000. Q: How do I correct a mistake on the Survey Form once I have submitted the data? A: You will have to contact the EIA using EIA-3@eia.gov , EIA-5@eia.gov, EIA-7A@eia.gov, or EIA-8A@eia.gov, respectively, provide this information, and we will synchronize the information you provided on the electric surveys with the information we require on this survey. Q: How does the EIA define "carbon capturing equipment"? A: Equipment utilized to capture carbon emissions generated by burning fossil fuels. Equipment used in various stages of manufacturing to capture carbon, not related to fuel combustion, is not considered carbon capturing equipment. Q: How do I report an MSHA ID when I receive coal from a broker? A: Consult with your broker for a list of the mine(s) where your coal was produced. Q: I have no information source on mercury content of my coal from my coal supplier or terms of purchase contract. What should I report on the EIA-3? A: Provide an estimate of mercury content based on data from your supplier(s) or terms of your purchase contract. Please provide a note in the Comments Section stating if the mercury content is an estimate. If mercury content information is not available from these sources, please enter "0.000" for mercury content. When you attempt to submit the form, you will see the link, Click Here to review edits. Once you select the link, you will see a list of edits in which the mercury content is flagged to be out of range. In the box provided, state that the mercury content is “unknown.” A: The simultaneous use of two or more fuels by a single combustion system. Co-firing excludes the limited use of a second fuel for start-up or flame stabilization. Please refer to the Coal Glossary in the Instructions PDF for this and other definitions as well. Q: What is EIA's policy on protecting the confidentiality of data? A: Data protection for the data collected in coal forms/surveys are listed in the Instructions PDF in the section "Disclosure of Information" and is provided below. The "Total Cost of Coal received During Quarter on a C.I.F. Basis (dollars)" in Section II, item F, and "Commodity Cost" in Section VI, item J will be protected and not disclosed to the extent that it satisfies the criteria for exemption under the Freedom of Information Act (FOIA), 5 U.S.C. §552, the DOE regulations, 10 C.F.R. §1004.11, implementing the FOIA, and the Trade Secrets Act, 18 U.S.C. §1905. All other information reported on the Form EIA-3 is considered public information and may be publicly released in company identifiable form. The Federal Energy Administration Act requires the Energy Information Administration to provide company-specific data to other Federal agencies when requested for official use. The information reported on these forms may also be made available, upon request, to another component of the Department of Energy (DOE); to any Committee of Congress, the Government Accountability Office, or other Federal agencies authorized by law to receive such information. A court of competent jurisdiction may obtain this information in response to an order. The information may be used for any nonstatistical purposes such as administrative, regulatory, law enforcement, or adjudicatory purposes. Q: I receive coal from a preparation plant. How should I report MSHA ID? A: Report the MSHA ID for the preparation plant. However, state that you receive coal from a preparation plant in the comments tab. Q: I did not receive coal this quarter. How do I complete the EIA-3 survey? A: Under Item II, Part B, Total Quantity of Coal Received During Quarter (short tons), please enter '0'. Complete the rest of Item II as you would normally. Under Item VI, add a row, enter a '0' in fields requiring a numerical response and select 'NA' or 'Not Applicable' from drop-down menus in fields that require qualitative responses. Q: Do I include coal exports in Open Market Sales? A: You do not include coal exports in Open Market Sales. Open Market Sales are sales of coal to all buyers excluding coal for captive market sales and coal for export (e.g. other coal mining companies, wholesale or retail coal dealers or brokers, employees, and all consumers). Thus, coal exports should not be included in Open Market Sales. |
